Job Summary

The BPHS Project Manager is head of the management team at the Project Office (PO) health unit. Through that role, the Project Manager will ensure the successful implementation of the project to achieve its objectives. S/he will ensure the quality of the services of Samangan project services as well as the appropriate use of its resources in conformity to the project contract, the SCA/ACTD regulations and the national health policy. S/he is responsible for planning, budgeting, implementing, monitoring, evaluation and reporting of Samangan BPHS project. S/he has a personnel responsibility of managing some 10-15 staff at the PO health unit. Regular visits to the BPHS project sites are required.
The Project Manager also ensures that projects are completed on schedule and within budget. S/he works in close co-operation with the Health Technical Unit and Operations Department at Kabul Management Office. S/he collaborates closely with other units at the PO and ensures good and regular contacts/briefing with related provincial and district authorities and other external stakeholders

Duties & Responsibilities

1. To provide leadership to the project management and to keep clarity of vision and direction throughout the various implementation processes and to encourage a participatory style of management and to build a team spirit to maximize the effectiveness of the management process
2. Responsible for drafting Internal Project Document (IPD), work plan and budget for the Samangan BPHS project
3. To ensure quality of the health activities in the province through regular technical follow-ups and evaluations
4. To maintain regular communication and discussions with the Director of Operations and to update on the progress and the project events and to share ideas and concerns to reach the appropriate decisions and solutions
5. To represent the project, towards the provincial administrative and health authorities as well as the various coordination bodies
6. To liaise the project to the various partners including the UN agencies, the NGOs and the community representatives within Samangan province
7. To write the monthly reports to the Operations Department and the quarterly reports to the MoPH
8. To establish suitable meeting structures that enhance the consistency of the project policies and methodologies in the various project clusters and enhance flow of information and sharing of experiences at the various levels of the project.
9. To observe the conformity of the various operations and activities according to ACTD regulations, the project contract and the national health policy.
10. Advise and assist the Operations Department and HRM section in recruiting PO health staff

Job Requirements

• Graduated from recognized university as a Medical Doctor, preferably Master degree in health management
• 6 to 8 years experience in a higher managerial position within relevant field of a NGO or UN organization, preferably with health project management experience
• At least five years working experience leading staff working with health based development projects
• Fluency in English, written and spoken
• Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational background
• Good supervisory, leadership, analytical and troubleshooting skills
• Solid knowledge of planning, budgeting and report writing
• Familiar with design, evaluation and monitoring of health projects
• Computer knowledge at operational level, specially Ms Office
• Ready to work, live and travel in an intricate and strenuous environment
