MADRAC is a microfinance institution which was established in June 2005 by DACAAR with financial support from MISFA, providing financial services to the poor and vulnerable families. Having its head office in Kabul, it is operating in 19 districts of 8 provinces (Kabul, Logar, Kapisa, Parwan, Herat, Balkh, Nangarhar and Laghman) through its 13 branches. It has about 15, 696 clients as of May 2010.

Job Summary:


Duties & Responsibilities:

Preparatory works
 Identify the areas suitable for microfinance operation and assign them to loan officers (male and female) for programme implementation.
 Assist loan officers to prepare village profile of the working villages
 Provide technical support to loan officer to (a) undertake social and economic mapping of the households and families of the villages accepting the programme, (b) organize orientation workshop in coordination with microfinance supervisor to inform them about policy and procedure of the microfinance programme and prospects for their involvement including operational procedures and (c) conduct pre-group training of the group of potential clients to ensure that they understand clearly the process of MADRAC operation,
 Conduct baseline survey of clients and market research study for new/improved product design with the support from head office.
 Review the group formation request of the group and undertake group recognition tests (if required)
 Ensure that each loan officers have monthly action plan for group formation, savings clients, loan clients, savings mobilization and loan management.

Programme Operation
 Ensure that programme in implemented as planned, undertake surprise visit of the group to check discipline on savings mobilization and loan management.
 Guide and support loan officers in different aspects of programme operation.
 Conduct loan committee meetings in time and ensure that microfinance operation is undertaken in cost and time effective manner.

Accounts and Finance
 Monitor budget approved for branch office on regular basis to ensure that expenses for each budget line item are within the budget provisioned
 Prepare annual budget of the branch in coordination with head office staff
 Ensure that cash is handled with full safety and security by loan officer during field transaction and is kept safe at the branch office by accountant/casher.

Capacity Building
 Train loan officers in the area of group formation, group management, savings mobilization and loan operation.
 Build the capacity of the staff on regular basis for effective functioning of the groups, so that group cohesiveness and peer pressure mechanism is ensured to the fullest extent.

Supervision and Monitoring
 Visit groups and also individual members, if required, to supervise the work done by loan officers and provide support and guidance to both loan officers and group/members as and when required.
 Monitor progress made in terms of savings mobilization, loan management against the target set in the business plan for each loan officer for meeting the target of the branch office.

 Prepare monthly and quarterly progress reports or as per requirement and forward to head office for further action.
 Maintain regular contact with head office for information sharing and feedback to be sought from head office.

 With the support from head office concerned staff, set-up MIS at the branch office to ensure that timely information is prepared and forwarded to head office for further action.
 Review MADRAC’s microfinance operational manual, pilot in actual microfinance operation and provide required feedback for refinement.
 Perform other tasks and responsibilities assigned by microfinance manager

Job Requirement:

Educational qualification required: University degree relevant to to the job.
Experiernce: Microfinance / Management
Other qualifications an advantage: Good communication, Report writing skills and computer knowledge.

Languages: Dari, Pashto and English.

Personal qualifications: Honest, punctual and hardworking.
