The Assistance for the Development of Afghan Legal Access and Transparency (ADALAT) Project is working with the Afghanistan Supreme Court (SC) to strengthen the Court’s administrative capacity to manage its Administration and Finance and human resources functions. The Budget Advisor will assist the Supreme Court to develop and implement relevant strategies and interventions, and find solutions to existing issues to improve the budgeting system, specially the development budget system, and develop the capacity of current budget staff.
Develop and implement relevant strategies and interventions
Identify solutions to existing problems to improve budgeting system in Supreme Court
Provide technical advice and guidance to budget directorate staff.
Develop Budget Improvement Work Plan
Conduct budgeting department business process review needs assessment and develop improved policies and procedures
Determine data needed by management to make most informed budgeting decisions
Conduct training for senior court leadership on budgeting, financial monitoring and reporting, performance monitoring and evaluation, procurement and contract management and strategic planning and more effective use of the MOF Financial Management Information System (AFMIS).
Strong ability to provide technical coaching and mentoring to relevant employees.
University degree in business administration or public administration with major in finance, ACCA certified or its equivalent degree with 5 years of working experience or having Bachelor degree with 7 years of relevant experience.
Level 4 English ability.
Ability to design, develop and deliver different types of trainings related to Budget, and provide coaching and mentoring to budget department employees.
Preferably familiar with justice and judicial sectors of the country.
Ability to communicate with and work effectively with the senior officials of the government.
Strong communication skills, including interpersonal written and oral English.
