About Ministry of Education (MoE):
The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
The Budget Officer is responsible to support in the development, formulation, revision, costing and adjustments of MoE and Program budget in consultation with the MoE relevant programs and supporting Departments.
The Incumbent of this position is also responsible for the allotment, budget adjustment, vendor registration and other relevant technical activities with regards to budget development and execution.

g. Computer literacy: Proficient in PC based applications such as Word, Excel and Power Points as well sound knowledge of Financial Software etc.
Duties & Responsibilities:
Below are the detailed Tasks & Responsibilities of the Budget Officer:
1. Budget Planning & Revision
Costing for program activities in accords with the planned activities and targets;
Assist programs Recurrent, Development and EQRA budget formulation and process according to MoF budget guideline and budget calendar;
Ensure that MOE and Program budget is developed in accords with the NESP III and Annual Operational Plan (AOP). As per MoE and program budget ceiling;
Preparation and revision of Chart of Accounts as per MOE planned activities and budget line items for tracking of expenditure programs;
Assist relevant programs and Provincial Education Departments in budget planning as per newly established O&M Norms and Formulas;
2. Financial Planning
Prepare Financial Plan for MoE& EQRA activities;
Revise and adjust Financial Plans as and when needed;
Facilitate Trainings to MoE Programs on development of Financial Plans;
Support in development of budget forecast and payments schedules;
3. Allotment Process/Budget Revision/Adjustment
Preparation of Allotments as per contracts and programs documents;
Allotment process within MOE and MoF relevant departments and sections;
Follow up of Allotment in MOE and MoF relevant Department and Sections and make sure that allotments are processed and issued on timely manner;
Prepare & generate relevant forms as per Afghanistan government rules, regulations, procedures and MOF Circulars;
Support programs in development of B3 and other required forms;
Support Facilitation of MoE and Program Budget Execution;
Prepare and process budget adjustment forms as required;
Vendors registration process in MoF relevant departments and sections;
4. Data Entry into AFMIS & BPET Systems

5. Coordination/ Communication/ Facilitation
Work closely with the section headand keep him/her updated on progress made in program budgeting and allotment process;
Participate in the activities and operations of the Ministry of Education programs including preparing the Programs budget (operating and development); implement plan, direct and manage the coordination of the program budget section activities.
Develop the forecast of the operating budget needed for the relevant program, staffing, equipment, materials, and supplies; monitor and approve expenditures and finally implement adjustments;
Attend and participate in relevant meetings as and when required;
Conduct workshop for MOE relevant programs and departments on budget formulation, financial plan, allotment process and other relevant activities;
On-Job training to Civil Servant counterparts;
6. Reporting and Follow up
Prepare quarter performance report of the relevant programs;
Develop and maintain budget-related reports from the programs; prepare a monthly financial report;
Follow up and keep track of budget and allotment documents within MOE and MoF budget and treasury departments;
Provide report on the status of each vendors;
1. Provide support that, MoE and EQRA annual budget developed and submitted to MOF on timely manner in accords with the government procedures and EQRA Program document;
2. Contribution made in development of Annual Operational Plan (AOP)
3. Support Provided in development of Output Based Reporting
4. Implementation of O&M Norms & Formulas facilitated
5. Annual Budget revised and adjusted according to project plan in Mid-Year Budget Review
Job Location:Afghanistan, Kabul
a. Bachelor degree holder in Economics, Business Administration and social science and any related field.
a. At least 4 years of relevant professional experience in the related field.
Recruitment, work condition, and evaluation
a. The recruitment will be done through a transparent and competitive process.
2) Work conditions
a. The program budget officer will work according to Afghanistan MoE’s rules and regulation.
b. MoE will provide a proper workstation at central MoE building.
c. The Program budget officer will report to the Program Budget Manager & Director of Finance & Accounting
a. The initial 3 months will be considered a probationary period.
b. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership.
c. An exit interview will be conducted upon completion of the contract. This exit interview constitutes a condition for final payment.
