Job Summary

The Planning Department of DCDA requires a Building Codes Manager to develop a building and construction code for the implementation of the New City master plan. The incumbent will have a good knowledge of existing building codes and provides a broad range of expertise in construction industry. He/she will be familiar with relevant national organizations, and is able to guide the implementation of the construction phases.

Codes and standards play a vital role in addressing important issues including safety, reliability, energy efficiency, durability and economy. Application of building codes and standards provide guidance and critical information and innovations for builders, manufacturers, suppliers and distributors.

Duties & Responsibilities

The Building Codes Manager will report directly to the General Director of Planning Department and/or the DCDA Chief Executive Officer. As a member of the DCDA team, the incumbent will also share professional insight and consult with other key staff as necessary.

4. Key Functions
Duties and Responsibilities:
The Building Codes Manager will perform and accomplish the stated duties to the highest quality and standards, including the following:
• Establish and lead the Building Codes Team;
• Manage all Building Codes related activities;
• Collect related codes from different relevant agencies and sources within Afghanistan that will be needed and used for developing the New City, and to fill-in the gaps using codes from other countries;
• Coordinate the interfaces with the authorities for the existing Kabul city
• Provide overall review and analysis for utilization of building codes in the implementation of the phases of projects and contractual agreements.
• Make recommendations and offer analysis and advice on establishing a sound framework for collecting, dissemination and use of current Building Codes;
• Assist in formulating the policy frameworks for sharing and enforcing the existing building codes with the private sector, and prepare terms of agreements for implementation;
• Be able to contribute on procedures and processes regarding building permits national and international construction standards, local laws and regulations regarding disabilities guidelines for buildings and facilities;
• Knowledge of what other agencies must apply building regulations and requirements to new construction and facilities. For example what is required for building an area for children's use or for local government facilities.
• Prepare and deliver regular monthly progress report to the General Director of Planning or the CEO of DCDA;
• The incumbent be able to also consider related factors such as environmental, social and community considerations into the design and operation of buildings;
• Perform any other duties as required by the General Director of Planning or the CEO of DCDA;

Job Requirements

The successful applicant is a senior manager from the urban planning/engineering background, preferably with a post graduate degree. He/she will have at least sufficient years of experience in urban development project management. He/she should have managed projects of similar magnitude as Dehsabz with a proven record of success. He/She is a strong leader, a proven team builder, and an experienced and effective manager with very strong oral and written communication skills and thorough understanding of cultural sensitivities. The successful applicant is technically proficient in Microsoft Office. This individual has the capacity to not only manage the Building Codes Team but develop them as a learning organization that can serve as a model for future generations of Afghan youths. The applicant must have a good command of English. Familiarity with the national languages of Afghanistan (Dari and Pashto) is a must.

Other Necessary Proficiencies:

• Ability to know and use the existing capacities in the following fields: Specifications, technical data, product information.
• Knowledge and awareness of resources for dealing with earthquakes, fire and other hazards.
• Attend all the necessary internal and external meetings, and attend presentation at local and international conferences.
• Develop training materials, offer and arrange specialized trainings related to construction codes and give presentations and seminars internally, and to the partners and stakeholders.

• Sound organizational skills and methodical approach to work;
