About Capital Region Independent Development Authority (CRIDA):
The capital region of Afghanistan comprises the Kabul, Wardak, Logar, Kapisa and Parwan Provinces. The total area of the capital region is more than 7735 km2. In order to make safe urban environment and tackle the problems caused by ever increasing population growth in the capital of Afghanistan considering the concentrated economic activities and services provision, Dehsabz City Development Authority (DCDA) has been promoted to Capital Region Independent Development Authority (CRIDA) (As per the Presidential Decree No. 44 dated 23rd June 2016 based on Cabinet Resolution no 3 dated 30 April 2016 of the Islamic Republic of Afghanistan). CRIDA is an Independent Budgetary Unit and Governmental profitable entity within the organizational structure of the Islamic Republic of Afghanistan. Capital Region Independent Development Authority (CRIDA), not only develop Kabul New City project but also pave the ways for the development of Capital Region with broader visions which are briefly narrated as follows: 1. Transforming the Capital Region by turning it into a mega city that is clean, environmentally friendly, cultured with booming industries and commerce, sports and tourism and ultimately a metropolitan city that is self-reliant and sustainable, a city that has infrastructure and facilities of high standards with healthy physical environment. 2. Building a diverse community that is free of ethnic, linguistic, racial and religious prejudices. 3. Promoting urban culture and enhancing the standard of life through development of the Capital Region. 4. Development of cities (through decentralization for balanced development) within the Capital Region by protecting the originality, historical value and organic linkages with the existing Kabul city to transform the entire capital zone into a symbol of national unity.
DCDA is a young organization, operating with high level of professionalism. DCDA staff members have been recruited in a highly competitive manner. It aims to build its capacity by recruiting professionals in specific areas of management and design as the project nears its implementation phase.
The DCDA is now looking for a Building Codes Specialist to develop the Dehsabz (New Kabul City) project.
The Building Codes Specialist will report directly to the Planning and Design Manager of DCDA.
Duties & Responsibilities:
Specific and key accountabilities and responsibilities are outlined as under:
The Building Codes Specialist will perform and accomplish the stated duties to the highest quality and Building Codes, including the following:
â€¢ Establish and lead the Building Codes Team;
â€¢ Manage all Building Codes related activities;
â€¢ Perform Codes analysis on each project and comply the schematic design with the relevant codes.
â€¢ Coordinate the interfaces with the authorities for the existing Kabul city
â€¢ Provide overall review and analysis for utilization of building codes in the implementation of the phases of projects and contractual agreements.
â€¢ Make recommendations and offer analysis and advice on establishing a sound framework for the use of current Building Codes;
â€¢ Be able to contribute on procedures and processes regarding building permits national and international construction standards, local laws and regulations regarding disabilities guidelines for buildings and facilities;
â€¢ Knowledge of what other agencies must apply building regulations and requirements to new construction and facilities. For example what is required for building an area for children's use or for local government facilities.
â€¢ Prepare and deliver regular monthly progress report to the Managing Director of Dehsabz or the CEO of DCDA;
â€¢ The incumbent shall be able to also consider related factors such as environmental, social and community considerations into the design and operation of buildings;
â€¢ Perform any other duties as required by the General Director of Planning or the CEO of DCDA;
The successful applicant is a senior specialist from the urban planning/engineering background, preferably with a graduate degree. He/she will have at least sufficient years of experience in urban development project management. He/she should have managed projects of similar magnitude with a proven record of success. He/She is a strong leader, a proven team builder, and an experienced and effective manager with very strong oral and written communication skills and thorough understanding of cultural sensitivities. The successful applicant is technically proficient in Microsoft Office. This individual shall have the capacity to manage the Building Codes Team.. The applicant must have a good command of English. Familiarity with the national languages of Afghanistan (Dari and Pashto) is a must.
Ability to know and use the existing capacities in the following fields: Specifications, technical data, product information.
Knowledge and awareness of resources for dealing with earthquakes, fire and other hazards.
Attend all the necessary internal and external meetings, and attend presentation at local and international conferences.
Develop training materials, offer and arrange specialized trainings related to construction codes and give presentations and seminars internally, and to the partners and stakeholders.
