Job Summary

The Business Development Advisor will work closely with the Component 3 Team Leader (TL) to help insure that Kandahar City’s economic growth is sustainable. Growth can be facilitated by city policies such as streamlining business permits and licensing processes. The advisor will assist the TL to increase commercial activities in the city which will provide jobs for residents.

Duties & Responsibilities

• Provide leadership in the area of municipal economic development activities and some public sector finance issues.
• Assist with the development and implementation of the Commercial Business Support Program (CBSP).
• Project manages consultants.
• Help identify weaknesses and gaps in the municipality’s economic development process.
• Collaborate with other project areas to insure maximum coordination among staff.
• Integrate best practices relevant to other municipalities’ economic development process and organizational structure.
• Identify revenue generation target sources.
• Work closely with GIS team regarding parcel tagging related to commercial businesses.
• Lead in creating one-stop shop to help streamline municipal business process.
• Design and implement permits and license system in the city.

Job Requirements

• University degree in business administration, economics, accounting and/or other relevant field preferred.
• Minimum two-five years’ experience in local governance subject matter expertise including: urban planning, strategic planning, financial management, accounting, public works, or human resource management.
• Prior experience with foreign assistance funded programs preferred.
• Proficient in use of Microsoft Excel and Word
• Excellent English written and verbal communication skills
