Job Summary

The Capacity Building and Training Officer is a member of SCA Northern Development Project (NDP) management team, S/he perfoms training needs assesements and organizes capacity building activities.

The primary responsibilty of the Capacity Building and Training Officer is to to ensure that the capacity building is integrated into NDP interventions and that capacity among district and provincial authorities, community based organisations and local NGOs are enhance in areas of NDP support.

Duties & Responsibilities

• The Capacity Building and Training Officer supervises experts of various disciplines in training courses and in other capacity building efforts.
• To carry out training needs assessment of selected district and provincial authorities, and design training and other institutional strengthening activities for these bodies.
• To carry out training needs assessment of local NGOs and other community based organisations, and design training and other strengthening activities for NGOs.
• To review Provincial Development Plans for Samangan, Balkh and Jawzjan, and draft partnership agreement between NDP and provincial governments.
• To produce training materials in various topics, and prepare proceedings of trainings, study tours, workshops etc.
• To contribute to the base line surveys, in terms of knowledge and skills among line agencies before NDP initiation.
• To assist in the formulation and implementation of the awareness campaign in NDP districts.
• To draft work plans budget and progress reports for the field of responsibility.
• Conduct training need assessment of governmental agencies, CDCs and local NGOs
• Develop networking with other rural development organisations working in the Northern Provinces, and sharing of experience.
• To maintain contacts with the concerned technical units at SCA Kabul Management Office.
• To establish a good communication between different councils, other governmental agencies, NGOs and stakeholders
• To participate actively in ensuring broad understanding and acceptance by local communities of the NDP Project and SCA in general
• To draft MoUs and agreement with concerned line agencies, CDCs and other partners
• To actively contribute to the successful development and good reputation of SCA

Job Requirements

• A relevant BSc or M.Sc. degree.
• Several years experience in assessment of training need and capacity building operations.
• Experience of working with preparation and implementation of rural development projects.
• Experience in organising and training courses at district and village level for local authorities and CDCs.
• Good report writing skills.
• Fluency in Dari, Pashto and English, written and spoken
• Strong interpersonal and communication skills
• Computer skills (Ms. Office Package)
• A strong interest to strengthen local authorities and CDCs.
• Honest, active and well mannered.
• Be able to take initiative and be creative with little supervision.
• Ready to work, live and travel in an intricate and strenuous environment
• To be familiar with the cultural, socio-economic and political environment of the Northern Provinces.
• Be an Afghan citizen
