Duties & Responsibilities:
Actively participate in capacity building activities of grantees/CSOs in Finance, Accounting and Procurement areas. This includes:
Developing policies and procedures for required areas
Developing training material and presentations for the mentioned areas
Training, coaching and mentoring of partner CSOs
Reviewing and resolving issues partner CSOs face in implementation of the manuals
Assisting and overseeing implementation of policies and procedures (Finance, Accounting and Procurement)
Jointly work with capacity building department staff to conduct capacity needs assessment of partner CSOs by applying Organizational Capacity Assessment (OCA) tool and Non-U.S. Organization Pre-Award Survey (NUPAS). This includes taking part in compiling and analyzing data from the assessments and identifying institutional and human capacity needs of partner CSOs.
Assist the Capacity Building Manager in preparing monthly, quarterly and annual reports on the progress of capacity building activities for each CSO.
Maintain positive professional relations with partner CSOs.
Perform any other related duties assigned by the supervisor.
Bachelor’s degree is required in Financial Accounting, Business Administration and related field.
At least three years of experience working with NGOs, Private Sector and Government Organizations in the areas of finance, accounting and / or procurement.
Experience in public administration reform, organizational development and/or change management is a plus.
Experienced in training small groups of people to build their capacities in the areas of finance and/or procurement.
Experienced in creating training materials such as Power Point presentations, case studies, pre and post-tests and so on.
Knowledge of Afghanistan tax law and other rules and regulations pertaining to high education institutions.
Knowledgeable in the use of QuickBooks
Skilled in the use of advanced Excel to support complex financial reporting
Strong skills in Finance/grants and operations management of multi-year, multi-million dollar projects in Afghanistan is plus.
Ability and willingness to work under pressure as part of a professional team.
Excellent oral and written communication skills in Dari, Pashto and English.
Good computer/software skills (including MS Word, Outlook and professional use of the Internet);
Strong interpersonal, facilitation and presentation skills.
Ability to work with teams of locals and internationals.
Knowledge and experience with education institutions a plus.
