FAO Afghanistan is investing, across all 34 provinces, in resilience reinforcing actions that focus on protecting agriculture livelihoods and local ecosystems, boosting local production of nutritious foods and cash-incomes, and safeguarding critical agriculture sectoral development gains achieved over the past couple of decades through revitalizing rural markets and economy. In 2022-2023, FAO will, under the life-saving assistance Outcome (1) of the UN Transitional Engagement Framework (TEF), focus on the following four priority actions: (i) Safeguarding Wheat Seed Security, (ii) Enhancing Local Production of Nutritious Food, (iii) Livestock Protection and Dairy Sector Support, and (iv) Restoring Irrigation Structures to Boost Cash Incomes. Additionally, FAO will contribute towards resilience building activities under Outcome 2 of the TEF. 

Job Summary:

Reporting Lines

Under the overall supervision of the FAO Representative, the direct supervision of the National Emergency Coordination Officer and technical guidance of the international Cash Expert from the Cash And Voucher Unit in Headquarters, the Cash Transfer Assistant is responsible for supporting FAO Cash Transfers (CT) interventions in Afghanistan.

 

Technical Focus 

The Cash Transfer Assistant will provide support to cash transfers activities throughout the project cycle in Afghanistan.

Duties & Responsibilities:

Tasks and responsibilities

•   Provide support throughout the design, planning, implementation, supervision, and monitoring phases of cash transfer (CT) interventions in Afghanistan,

•   Ensure the CT interventions in Afghanistan are compliant with the Manual Section 702 governing the cash transfers in FAO

•   Provide support in the identification process of Partners Organization involved in the support of cash-based transfer activities (identification and registration of beneficiaries, organization of cash for work, etc…) and elaboration of the Letters of the agreement through the development of the terms of reference,

•   Provide support in the identification process of financial service providers (FSP) up to the elaboration of the contracts for the distribution of cash transfers to beneficiaries through the design of the terms of reference and the technical assessment of FSPs;

•   Contribute to the operational monitoring of the management of contracts with financial service providers;

•   Maintain beneficiary databases in relation to cash transfers,

•   Update existing and support the development of new standard operating procedures (SOPs) for the implementation of cash transfer programs;

•   Support post-distribution monitoring activities – including the questionnaire used – related to the disbursement process and utilization of cash transfers;

•   Participate to existing cash coordination groups/structures (e.g. Cash Working Group)

•   Support work on Accountability to Affected Populations (AAP) through the promotion of data collection by FAO staff and Partners Organization on beneficiaries’ preferences (cash (vouchers), in-kind) and the appropriate follow-up of complaints and feedback related to CT interventions

•   Support the development of new modalities and payment mechanisms, including the testing and rolling out phase.

•   Support, in consultation with the FAO-AF communication officer, communication on cash transfers related activities through tailored products and different means including web, photo/video, social media, and press releases;

Minimum Requirements

•   University degree in business administration or public administration, social science, political science or any in a field related to food, agriculture or food security;

•   At least three (3) years of relevant experience in project or programme formulation, implementation, management, administration or related area;

•   Working knowledge (level C) of English and local languages (Pashto and/or Dari).

•   National of Afghanistan.

Technical/Functional Skills

•   Work experience in large and complex projects that combines emergency response, resilience strengthening and disaster risk reduction with UN, international NGOs, and with ministries, national institutions, and the rural sector in Afghanistan is an advantage; 

•   Work experience in more than one location or area of work, is desirable;

•   Understanding of FAO policies and programmes is considered a strong asset;

•   Understanding of the purpose and function of technical programmes, operational guidelines, and programme/project management procedures, preferably those adopted by the United Nations and specifically by FAO.
