The main responsibility for this position is handling cash for the thematic areas under
component two of the project. As per the requirements of the Government of the Islamic
Republic of Afghanistan.
Responsibilities:
To prepare and process payments (M16s, B27s, PCs, M12s, M10s forms) for cash advances of the project
Obtain checks from the Special Disbursement Unit (SDU) in the Treasury Department at the Ministry of Finance (MOF) and withdraw cash from da Afghanistan Bank (DAB).
To make sure that the project advances are withdrawn on time and cleared back with MoF before their deadlines to avoid any disturbances in getting fresh advances from MOF
Maintain project cash safely.
Prepare necessary advance or expenditure documents when making cash payments and receipts.
Maintain accurate records for inflow and outflow of cash and prepare timely and accurate documents according to MOF procedures.
Prepare and process clearance via M-12 form with MOF to clear advances on
timely manner.
Keep track of advances given to staff, ensure that outstanding staff advances are cleared in a timely manner, reconcile month end staff advance balances with general ledger.
To do regular follow ups with MoF, DAB to ensure that all the project cash payments are withdrawn on time.
To maintain proper and update journal and cash book for cash of the project
To maintain a proper filling system for the cash payments of the project
Provide proper documents for the auditors review and in consultation with the project team, provide proper responses to the audit observations
Any other tasks and duties assigned to him/her by his/her supervisor
DBA or BBA,CAT or BA in Economics degree in finance/accounting field
At least five years of working experience in related field preferably in cash management with Afghan government system or with national/international NGOs or UN Agencies.
Computer skills (Ms Word, Excel, Access). Knowledge of Data base and
Quick Book accounting software is preferred.
Ability to speak and write in English.
MUST provide a proper guarantee, by either
- Deposit of Afghani 5 million to MoPH bank account as security or a similar amount as a bank guarantee from a reputable and rich private bank, or
- Providing the title ownership documents of two real estate properties for the value of the above amount.
No candidate will be appointed to this position unless they meet this requirement.
