Harakat- Afghanistan Investment Climate Facility (H-AICF), Multi Location
Harakat is seeking a dynamic, innovative and value-driven leader as Chief Executive Officer (CEO). This is an excellent opportunity to make a real difference to business environment reform and the private sector development agenda in Afghanistan. The new CEO will have a focused mandate to create an enabling environment to attract investors and long-term, viable and sustainable investments into the country
The CEO will:
Lead and own the vision of Harakat including providing dynamic, strategic leadership and direction for Harakat’s delivery of the AICP
Lead the development and implementation of Harakat’s AICP interventions, the majority of which will be outsourced by Harakat to suppliers
Position Harakat at the forefront of business environment reform in Afghanistan
Effectively develop and manage Harakat as an organization; and
Proactively engage with other donors to broaden the funding base for AICP and future programming, over the longer term

We are seeking applicants with the following essential attributes:
Experience
1. At least ten years of practical work experience, with a proven track record Proven complex programme management experience to be able to lead multi-disciplinary teams (including outsourced services)

3. Experience working with governments, the private sector and civil society
4. Experience of overseeing the various operational elements of the organization, which includes experience of budgeting and procurement
5. Substantial experience working in Afghanistan
6. Experience and effectiveness in cooperating with the Afghan Government and other relevant stakeholders
Skills and abilities
7. Be a self-motivated individual with a passion for improving the economic landscape in Afghanistan, and a drive to facilitate the rapid development of a small organization
8. Ability to maintain the focus of the organization on achieving key strategic goals
9. An innovative approach and the ability to recognize new opportunities and trends, to help Harakat achieve its objectives
10. A leadership style that motivates and engages a wide range of people to make their best contribution, and engenders collaborative efforts to achieve shared goals
11. The ability to respond quickly and effectively to changing contexts, ideally in a fragile or conflict-affected context
12. Strong relationship management abilities
13. Very strong leadership, strategic planning and administrative skills
Knowledge
14. Demonstrate deep understanding of Afghanistan's cultural norms, languages and governance
15. Solid understanding of Afghanistan’s economic growth, legal and regulatory reform and private sector context , and the barriers to business reform
Education
16. Hold a masters-level qualification in the areas of law, international development, international business, international economics, or a related field
Language skills
17. Ability to communicate effectively in English, including a high standard of written English
18. Dari and/or Pashto languages would be a strong advantage
