Job Summary

Reporting to the Director of RRCC and Chief of Operations Officer. The Chief Financial Officer (CFO) to
provide the Company with quality financial analysis, planning, and contracting management for projects and
company administration; the CFO and contracting is the senior financial and contracting officer in the
Company; this individual must focus on current financial trends, present and future contractual management
issues, managing the Corporate Budget, and ensuring transparency with the key stakeholder or Donors. The
CFO will be required to travel on occasion to ensure the financial and contracting process is functioning
effectively in RRCC Offices

Duties & Responsibilities


• Ensuring the Company budget is compliant with financial policy and procedures as imposed by international standards and selected Clients.
• Ensuring the Company budget meets objectives as negotiated between the Client and RRCC.
• Monitoring and ensuring accuracy of all financial submissions from the Company
• Monitoring and ensuring accuracy of all financial transactions as processed by the finance department.
• Overseeing the creation and adjustment of the RRCC budget
• Monitoring and ensuring the timeliness and accuracy of the Company’s contract management process.
• Ensuring the financial and contract management process is integrated and optimized for successful project delivery.
• Assess and wherever achievable improve the RRCC Financial Information System to be responsive to project needs
• Establish the criteria for success in the Finance and Contracting domain










• Preparing reports/budgets as required and submitting relevant information and recommendations for improvement and/or change to the Director on an ongoing basis
• Developing the SOPs and Technical Guidelines needed for corporate sustainability
• Work effectively in the Team Concept.

Technical Support:

The Chief Financial Officer is responsible for contributing to capacity building on the part of RRCC by:
• Promoting appropriate technology and technical standards and financial planning methods. These standards and methods should reflect the needs and requirements for technical and management capacity building for the Afghan private sector and Company staff and should conform to international standards.
• Advising on good financial and contracting practices and on how to mitigate against adverse events inherent to the operating environment in Afghanistan
• Instructing and guiding selected national staff and Afghanistan based companies on, contract management, project management, financial analysis, budget preparation, and as necessary to ensure a successful outcome.
• Promoting appropriate financial and contractual standards for the purpose of capacity building of Company staff in conjunction with project planning requirements.
• Demonstrating the utility of sound preparatory planning the embracing proven and understood capabilities and known limitations.
• Developing a staff that will be able to function competently during the prolonged absences as well as in the fullness of time, without international assistance.

Job Requirements

• Masters of Business Administration or equal, with specialization in Finance or a related field.
• Minimum of seven (7) years of financial and contracting experience with three (3) years in related areas.
• Relevant experience in developing countries for the purpose of financial planning and budget development.
• Excellent written and spoken English
• Fluency in Dari and asset
• Previous experience with the FIS structures and procedures would be an advantage
• Proven ability to work as part of a Team
• Proven ability to deliver budgets within the limitations imposed
• Demonstrating ability to work collaboratively and effectively with senior government staff, private sector organizations, and NGO Agencies.
• Deep understanding of financial and statistical analysis and proficiency in the comparative analysis
• Willingness to travel throughout Afghanistan.
• Ability to mentor national staff in the planning for contract management and financial analysis.
• Proven ability to integrate financial systems to optimize performance.
• Five years (Minimum) experience in the private sector in relevant fields when required.
• To have knowledge of Quick book finance software.
