Chief of Party: Afghanistan
ARD Inc. is accepting expressions of interest from qualified senior level candidates for leadership of a USAID funded Land Policy Reform program in Afghanistan. This position will provide long-term technical and financial direction/oversight to the project.
Chief of Party/Deputy Chief of Party
Responsibilities:
The Chief of Party/ Deputy Chief of Party shall have the authority and responsibility to administer and manage individual Task Orders. These task order responsibilities may include, but are not limited to the following:
• Technical leadership for and supervision of consultant staff;
• Quality control and timeliness of all deliverables;
• Preparation or supervision of work plans, financial, logistical and other documents;
• Review of all financial and logistical information on a periodic basis;
• Recommendation and evaluation of proposed staff;
• Serving as primary point of contact for the contractor to the USAID Contracting Officer and Cognizant Technical Officer;
• Serving as principal liaison with USAID staff, institutions, and client country partners to exchange information and develop professional relationships; and
• Making verbal or written presentations as requested by the COTR to varied audiences.
Minimum Qualifications:
Work Experience: Experience in managing complex programs of large scale, particularly in transitional, Islamic countries, and/or post-conflict countries; expertise in property rights and land market development issues; experience in building and effectively supervising a diverse team of employees spread across an expansive region; demonstrated effective interpersonal skills, proactiveness, creative problem-solving and ethical management; prior experience in working with international donors and knowledge of USAID’s policies and procedures.
Supervisory Experience: Must have at least 5 years of progressively more responsible supervisory work experience including: (1) direct supervision of professional and support staff; (2) quality evaluation of staff performance and deliverables; and (3) contract management.
Proven ability to identify and implement creative and practical approaches to overcome development challenges in a conflict environment.
Fluency in English required (written and spoken); Dari and/or Pashto language skills preferred
