The COP is responsible for day-to-day project management and will serve as the principal liaison to USAID . Chief of Party will be in charge of ensuring that all administrative and programmatic aspects of the project are implemented according to standards across all site offices. He/she will ensure quality oversight of all services and products provided by this contract, including those from subcontractors and short-term staff. The successful candidate will possess superb leadership skills, technical expertise, project management skills, and interpersonal skills

Duties & Responsibilities:
S/he will oversee all project implementation in 8 provinces and ensure that all deadlines are met in a timely manner, including the submission of up to 50 high-quality monitoring reports per month. S/he will also provide technical direction related to Monitoring & Evaluation methodologies, tools and practices, and draft tools and methodologies where necessary, and manage report writers and analysts to produce project deliverables. S/he will regularly meet with the client and respond to USAID requests as needed. S/he will be the first point of contact for USAID.
S/he will work closely with the admin/finance team, operations team including procurement and HR to ensure smooth implementation of the program and strict adherence to standards across eight offices in the North, East, South and West of Afghanistan. S/he will track spending and ensure that budgetary constraints are observed in line with USAID policies and the contract. S/he will invoice the client on a quarterly basis and provide pipelines, accrual information and other budgetary information to USAID as requested.
The Chief of Party reports to USAID’s COR and in-country representatives.

Education and Skills
· MA degree in development, PHD is preferred,
· M&E knowledge, or related field preferred, specifically knowledge of evaluation. Overall, M&E background is preferred with understanding of best M&E practices.
· Eight years progressively working experience in International development including project management, and Monitoring & Evaluation,
· At least 3 years experience working in Afghanistan or in similar environment with similar programs,
· Strong knowledge of administrative/financial matters required.
· Fluent spoken and written English required.
· Strong English writing and editing skills required
