Tetra Tech, through its subsidiary ARD, Inc., is accepting expressions of interest from qualified Chief of Party candidates for a USAID-funded Agricultural Credit Enhancement program in Afghanistan. The purpose of this four and a half year project is to support Afghan financial and private sector intermediaries to provide sustainable agricultural lending initiatives and strengthen agricultural value chains.
Duties & Responsibilities:
--Providing leadership, supervision, and technical direction to the projectâ€™s field implementation team, including subcontractor teams, and additional STTA resources;
--Coordinating and assuming the role of official spokesperson of project activities with USAID, host country government and local counterparts, and other collaborating institutions and agencies, including Provincial Reconstruction Teams;
--Coordinating the preparation of work plans that define the activities to be carried out under the project, progress reports on project implementation and all other major project deliverables;
--Ensuring that contractual obligations are met and that financial resources are properly accounted for;
--Preparing or approving scopes of work and timetables for the design and implementation of program activities in conjunction with work plans and in accordance with ARD policy and contractual obligations, including a smooth and timely mobilization and start-up of the technical assistance team;
--Monitoring and evaluating project performance and progress, and keeping ARD and USAID informed of the results of this monitoring;
--Responsible for all project reporting to USAID, including regular status updates, intermittent progress reports, as well as quarterly/annual/semi-annual reports or other deliverables as stated in the contract.
--Assuming responsibility for development of all training plans;
--Supervising project close out activities and seeing that equipment, local personnel, and project files are dealt with in accordance with client and ARD policies and regulations.
-- Masterâ€™s Degree in Agriculture, Finance, Economics, Business Administration, or other subject relevant to the projectâ€™s objectives.
--Minimum 15 years experience implementing complex private sector, access to credit, an agricultural development programs, including previous experience in conflict areas.
--Prior COP experience on projects of similar complexity, with an excellent understanding and knowledge of USAID and USG regulations, administration, management, reporting procedures and systems.
--Demonstrated ability to lead and manage multi-disciplinary teams in the context of rural development and agricultural modernization--Strong interpersonal, analytical, and writing skills.
--Ability to work under pressure and meet deadlines.
--Advanced computer skills required.
--Fluent in English, and some knowledge of Dari or Pashto desired.
