Job Summary:
Cardno Emerging Markets USA, Ltd. (Cardno) is currently seeking candidates for a Chief of Party (COP) position for an anticipated USAID-funded land administration reform project in Afghanistan. This project will involve working with communities and formalizing their engagement in a land policy for integrating informal settlements in the urban planning of target cities, as well as improving the process and inputs for immovable property registration.
Duties & Responsibilities:
The COP should have the strategic vision, leadership qualities, technical expertise, professional reputation, management experience, and interpersonal skills to fulfill the diverse managerial requirements of the project. The COP will manage the technical teams, ensuring coordination of goals and efforts across the entire project effort. The COP will serve as the direct contact to the USAID/Afghanistan Mission and will work collaboratively with local counterparts and other international donors. Specific tasks will include liaising daily with senior government officials, providing technical advice, participating in drafting and passage of legislation and managing technical working groups.
Job Requirement:
Advanced degree in a relevant field
Experience as a Chief of Party for USAID-funded programs in Afghanistan or other post-conflict countries preferred
15+ years professional experience in developing countries and with donor-funded work USAID desired
Experience managing large scale projects
Demonstrated expertise in land administration, local government reform, land tenure formalization, or land policy and registration
Strong verbal and written communication skills
Fluency in English; Dari or Pashto language skills preferred
