Job Summary

Project/Proposal Summary:
MSI is seeking a Chief of Party able to lead a team of international and local experts in building the capacity of the Afghan Ministry of Foreign Affairs (MOFA) under an upcoming USAID-funded project.

Position Summary:
The Chief of Party will build relationships and work closely with senior counterparts within the MOFA to develop ministry-level strategies for the development of a world-class Afghan foreign service. The project has three components: internal management, training, and information technology; and extends beyond the Ministry to Afghanistan’s diplomatic representations abroad. The Chief of Party will serve as the team’s expert on Foreign Service/MOFA operations, and advise on issues of management and operations and the recruitment and training of global personnel.

***This is an unaccompanied assignment and includes a competitive compensation package, including R and R/RRBs and danger pay.

Duties & Responsibilities

Responsibilities:
• Work closely with MOFA counterparts to assess needs, develop strategies and implement plans to build the capacity of the Afghan Ministry of Foreign Affairs;
• Serve as the resident expert on issues related to Foreign Service/MOFA management, operations and staff recruitment and training;
• Lead the MSI team of expatriate and local experts in training, recruitment, ministry capacity building and IT/HRMIS systems;
• Coordinate with USAID, the U.S. Embassy, and the international community as needed.

Job Requirements

Qualifications:
• Senior and substantial career experience in the US Foreign Service or foreign equivalent (Ambassadorial or senior management level preferred), and/or substantial experience in ministry capacity building with a focus on the foreign or civil service;
• Demonstrated expertise in large-scale personnel management, and in the selection and training of global personnel;
• Prior experience in Afghanistan or the region, and knowledge of Dari and/or Pashto desired;
• Must be willing and able to commit to a minimum of one year in Kabul.
