Job Summary

Under the direct supervision of the Counterpart STEP Deputy Director, the Civic Education Coordinator will be responsible for conceiving and implementing all aspects of the STEP program in the Badakshan and Takhar provinces, including training and capacity building, community mobilization, face-to-face civic education sessions, youth events and/or activities that include high rank of government officials, provincial CSO capacity building activities, and networking activities among and between local CSOs, government, and youth councils. This person will be responsible for working directly with the Afghan Civil Society Forum (ACSF) on all civic education activities in the target area and be the main technical expert for ACSF and the provincial CSOs.

Duties & Responsibilities

• To provide expertise in civic and voter education to Counterpart International and ACSF staff.
• Be responsible for supporting the finalization and implementation of the civic and voter education program to be rolled-out by ACSF and selected CSOs to increase the level of information and awareness that youth have.
• Coordinate, implement and monitor a comprehensive Civic and Voter Education Program to be rolled-out by CSOs, including designin/distributing voter education materials( flipcharts , Manuals and booklets) and providing necessary training and capacity building to the Implementing CSOs and ACSF staff to enable them in effective and timely voter education.
• Designing and conducting ToT for CSO trainers at ACSF.
• Receive and respond to client question and complaints in timely manner and with established guidelines.
• The Civic Education Coordinator will be responsible for mentoring Youth and
• Civic Education Specialists in the field and with implementing a monitoring strategy to monitor the implementation of the Civic Education Program in the two provinces.
• Evaluate the performance of NGOs Civic Educators and Trainers.
• Work in collaboration with ACSF and Counterpart-STEP and to provide training opportunities and other modalities to:-
• Finalize core youth civic education content and messaging ensuring that the needs of youth voters are addressed;
• Identify the range of modalities available through which education can be delivered;
• Encourage participating groups to be creative and strategic in their delivery;
• Provide capacity-building and training to support participating groups in their conduct of youth civic education activities including technical support as and when required;
• Implement and monitor policy development;
• Encourage community engagement among youth.
• Provide regular written reports and oral briefings to the CPI-STEP Deputy Director and the Program Director

Job Requirements

• BA Degree or equivalent relevant experience in Education, Political Science, Social Sciences, Humanities or other related fields.
• At least five years of practical experience in several of the following areas: youth and civic education, electoral or political work – preferably with a youth focus, voter education, elections management and coordination, human rights, and civil society empowerment.
• Experience in monitoring and evaluation is an asset.
• Fluency in Dari and Pashto is essential with Excellent English skills required.
• Proven experience in electoral processes in Afghanistan
• Strong communication and excellent interpersonal skills.
• Cultural awareness and sensitivity.
• Computer literacy In Microsoft Software and other software packages.
• Good report writing skills.
