Afghanistan Investment Support Agency (AISA) began as an agency that provided licenses to companies wishing to invest in Afghanistan. AISA has now evolved into a pro-active institution on promoting and attracting investment to Afghanistan. AISA, having its main office in Kabul and regional offices in Herat, Kandahar, Mazar-i-sharif, Nangharhar, Khost, Kunduz, Paktia, Faryab and Helmand province, delivers a wide range of services to investors all over the country.
â€¢ Directs construction-engineering activities.
â€¢ To control and supervise construction work for industrial park.
â€¢ Project progress report to main office and close coordination with the IPDD Director.

Duties & Responsibilities:
â€¢ To control the deficiency in construction of buildings and other installations; in the industrial Park.
â€¢ To participate in coordination meetings with client and discuss relevant issues.
â€¢ To register the company who pursue land for establishing industry in Industrial Park.
â€¢ Estimating cost and times scales of certain plants.
â€¢ Prepare design and map in Auto cad and also prepare technical report for required companies.
â€¢ Conducting field inspections and monitoring work in progress and assures the work meets the requirements of the plans and specifications and good work practice standards.
â€¢ Reviews and interprets project specifications and drawings.
â€¢ Determines field changes, design engineering changes, and non-conformances.
â€¢ Requests for Information (RFI) and Field Work Orders (FWO) and dispositions final resolution.
â€¢ Responsible for technical document control at the Site.
â€¢ Coordinates with the Superintendents and Subcontractors to plan construction schedules.
â€¢ Directs the preparation of requisitions for field procured materials, material substitution, services, and equipment.
â€¢ Directs the maintenance of construction engineering records for job history.
â€¢ Plans and recommends procedures to be implemented by Superintendents to assure construction operations are within requirements of engineering design and specifications.
â€¢ Supervises the receiving, distribution and filing of plans and specifications.
â€¢ Works with Clients resident engineering and operating personnel to coordinate construction activities.
â€¢ Implements controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and those other corporate services are fully utilized.
â€¢ Other duties as assigned.
â€¢ BSC civil Engineering from recognized university with a minimum of five years of experience.
â€¢ Having technical knowledge of industrial park development and fluency in English language.
â€¢ Computer proficiency skills in AUTO CAD, Ms Office package, preferably in SAFE, SAP2000 and 3D-Max.
â€¢ Able to prepare design drawings and plans.
â€¢ Knowledge of regional profiles and previous work experience in Kandahar province is preferred.
Knowledge, Skills and Abilities
â€¢ Considerable knowledge of principles and practices of engineering design.
â€¢ Knowledge of engineering aspects of building construction including materials.
â€¢ Interpersonal skills; oral and written communication skills; ability in engineering design of large buildings.
â€¢ Communicate in English Both Orally and Written, sending e-mails and Fluency in Pashtu Is Required.
â€¢ Report writing skill.
â€¢ Analytical ability and also the ability to work both independently and in a team environment.
â€¢ Advanced computer skills and project management skills, including management of multiple projects.
â€¢ Troubleshooting -- Determining causes of operating errors and deciding what to do about it.
