We assist community-driven processes that address the rights and fundamental needs of people in some of the most remote areas of Afghanistan, providing basic services, supporting development of rural livelihoods and responding to humanitarian emergencies. We are headquartered in Kabul, and operate 20 provincial and district offices across Badakhshan (north-eastern region), Samangan (northern region) and Ghor (western region), as well as a Marketing and Fundraising office in London. We employ around 160 personnel, 97% of whom are Afghans.

Job Summary

Under the supervision of the Project Coordinator, the civil engineer will implement the project at the community level. She/he will closely work with field staff and project beneficiaries in 5 districts of Ghor & Samangan province. Impart regular visits to beneficiaries in the field, conduct physical survey, designing and implementation of the construction projects.

Duties & Responsibilities

Responsibilities:

  • Providing adequate technical oversight to all subprojects, including ensuring adequate surveying for infrastructure subprojects, terraces & trenches, and informing the community of critical aspects of proposed subprojects related to construction, operation and maintenance
  • Facilitating discussion/selection of WFP priority subprojects up to the amount of the block grant allocation for each CDC and ensure women’s participation in the decision making sessions for proposal development. 
  • Ensuring that the proposals for the sub-projects funded by the community’s block grant are developed and submitted to PMUs as per the timelines given in the WFP Operational Manual.
  • Facilitating a process for women and men CDC members to learn how to plan subprojects and complete the required WFP forms
  • Submitting subproject proposals in a timely manner and not in lump at the end of contract period.
  • Helping communities assess technical assistance needs to ensure that the conditions are in place for successful completion of subproject
  • Ensuring that the budgeted costs for goods, works, and services are reasonable (reflect market rates) Facilitating CDC management of community subprojects, including the conducting by CDC of the procurement activities in accordance with the OM guidelines, controlling finances in accordance with the subproject budget,
  • Ensuring technical quality in accordance with proposed design specifications, and ensuring progress in accordance with the CDC work plan.
  • Ensuring providing adequate helped for testing and quality control in accordance with appropriate engineering standards (as per the WFP Technical Manuals).
  • Ensuring timely completion and proper functioning of all WFP subprojects implemented during the AAD tenure in the community. In case of subproject failure, help the CDC in providing a detailed explanation of causes in the Final Status Report.
  • Ensuring that communities understand and implement the safeguard measures required for the relevant subprojects.
  • Report the natural disaster cases caused damage to sub-projects.
  • Ensuring that the CDC installs a public notice board which provides information on subproject progress and the use of funds, either in a place where both men and women can see it, or ensure that a second notice board is installed in a place that is accessible to women.
  • Ensure the on time reporting of sub-project implementation progress and submission of CDCs second instalments as described in the WFP from # 8 & 10.

Key Skills and Competencies

Essential

  • A suitable qualification in any engineering discipline is the necessary educational background. Experience could substitute for a formal qualification, but not vice versa.
  • Adequate experience in National solidarity Programme or WFP and one or more other relevant areas (e.g. infrastructure, community development, natural resource management and renewable energy)..
  • Experience and or good understanding of link between hardware and software, activities
  • Adequate communication skills with fluency in written and verbal English and at least one major Afghan language (Dari, Pashtu)
  • Physical fitness for travel to difficult terrain and a willingness for sustained fieldwork.
  • Commitment to humanitarian principles and action and to Organization's equal opportunity and gender policies. Demonstrated experience of integrating gender and diversity issues into water and sanitation programmes.
