In addition, FIA is engaged in agricultural extension training in conjunction with the Ministry of Agriculture, Information and Livestock, engaging with farming communities on new agricultural methods, tools and techniques.

Job Summary:

Civil Engineer (Hydro Power)

Duties & Responsibilities:

The Field Civil Engineer (Hydro Power) is responsible for providing the following:
The Field Civil Engineer (Hydro Power) is responsible for conducting field assessments of a technical nature on existing micro-hydro power plants (MHPS) that need to be rehabilitated, or conducting site assessments for locations designated by ACEP for construction of an MHP;
These technical MHP and site assessments will make up the bulk of the Field Civil Engineer (Hydro Power)’s work and will include, but are not limited to the following components: assessing the current condition of MHP, identifying flaws or needed repairs in the MHP, determining output and number of those who could be serviced by the MHP, assessing transmission lines and poles and meters on homes, drafting Auto Cad diagrams of the MHP and surrounding villages, making cost estimations for rehabilitation, as well as making recommendations for repair. Site assessments would include a comprehensive technical review of the area to determine the feasibility of constructing an MHP on the designated site.
The Field Civil Engineer (Hydro Power) will lead rehabilitation efforts on various MHPs;
The Field Civil Engineer (Hydro Power) will provide technical advice and technical support to the designated community in close co-ordination with the relevant stakeholders;
The Field Civil Engineer (Hydro Power) will train the community in the requisite technical subject matter to ensure the successful implementation of the project and maintenance and operation of the MHP after completion;
The Field Civil Engineer (Hydro Power) is responsible for preparing the requisite reports as directed by the FIA NSP/CDLG Director;
The Field Civil Engineer (Hydro Power) will be proactive in identifying and recommending solutions technical and procedural problems regarding the particular MHPs;
As necessary and when needed, the Field Civil Engineer (Hydro Power) will support the targeted communities in preparing proposals or letters to present to various stakeholders;
The Field Civil Engineer (Hydro Power) will consult with FP engineers to ensure that technical difficulties related to the project implementation are resolved;
The Field Civil Engineer (Hydro Power) will inform the CDLG Director in the event that technical difficulties are encountered during assessments, rehabilitation, or trainings and recommend steps taken to resolve these difficulties;
The Field Civil Engineer (Hydro Power) will consult with the CDLG Director and request further training if needed;
The Field Civil Engineer (Hydro Power) will have routine meetings with the CDLG Director. If routine meetings are not feasible in person, then routine contacts will be held via e-mail or phone;
The Field Civil Engineer (Hydro Power) will be responsible for monitoring ongoing rehabilitation projects, to ensure that the project is being implemented properly as agreed between the relevant stakeholders;
The Field Civil Engineer (Hydro Power) will meet with the respective community on a timely basis to discuss the project progress, observe and listen to difficulties encountered and provide remedies for those difficulties;
For rehabilitation projects, the Field Civil Engineer (Hydro Power) will provide the CDLG Director with progress reports on a regular basis, according to the FIA ACEP reporting formats;
Travel to different areas of the country, including the South and South East for brief assessments;
Any and all related tasks, as determined by the CD/LG Director and Program Officer.
The Field Civil Engineer (Hydro Power) is responsible for monitoring and photographing the progress of FIA ACEP program activities in the field and providing accurate and reliable feedback on the state of implementation. The frequency of the field trips and the sites visited will be coordinated and directed by FIA CD/LG Director, in case of physical project implementation.

Job Requirement:

Engineering degree;
Minimum of three (3) years post graduate experience in electrical and/or civil engineering and community development projects;
Strong computer skills; (MS Excel and MS Word);
Strong Auto Cad diagram skills;
Familiar with civil and electrical engineering project surveys and designs, cost estimation and PRA methodology;
Must be familiar with the English language;
Fluency in Pashto and/or Dari required;
Fluency in Pashto desirable;
Strong interpersonal skills and the ability to deliver high quality outputs;
Must be able to work well as part of a team and be sensitive to Afghan culture, especially when promoting the role of women within the community.
Be able to travel to Various locations, mainly in the South and Southeast
