About Tetra Tech:
USAID's Engineering Support Program (ESP) will ensure the integrity of USAID-Supported infrastructure projects in Afghanistan. While progress has been made in the infrastructure sector, Afghanistan's Infrastructure has not fully recovered from the devastation caused by the years of war. The task of securing gains made over the last fourteen still requires support from the donor community. ESP continues support of USAID's Engineering, Quality Assurance and Logistical Support and Architectural and Engineering Support Program (AESP) by providing the mission with the engineering.
The CCN Civil/Structural Engineer-Mid Level is responsible for the implementation of project activities, team management and mentoring as listed below. He/she will collaborate with the TetraTech Kabul Expat Engineering Management Team on implementation methodology. He/she will receive daily work planning assignments and work under the supervision of the CCN Civil/Structural Engineer-Senior. The CCN Civil/Structural Engineer-Mid Level will be responsible for the oversight and supervision of at least one CCN Civil/Structural Engineer-Junior and of at least one CCN Civil Engineer – Junior.
Duties & Responsibilities:
Follow the lead and instructions of the Engineering Departmental hierarchy, both of CCN & of expat.
Be diligent into assigned work tasks, such as:
Perform as lead of engineering professionals.
Perform as a cooperating team member with engineers of other disciplines and workers of other trades.
Provide direction, assignments, training and mentoring of basic civil and structural engineering methodologies to subordinate junior engineers.
Provide recommendations of staff leaves, work times, and timesheet approvals to CCN Civil/Structural Engineer-Senior of the subordinate junior engineers.
Be able to create up to 95% finished any required conceptual engineering drawings, specifications & Bill of Quantity (BOM’s) of civil and/or structural designs and/or design reviewed projects, with remaining 5% to be completed after senior engineer review/feedback/contribution.
Be able to create drafts of reports and assessments, such as site visits, materials’ testing observations, meeting minutes.
Be able to organize and oversee meetings on an-as-need basis.
Be able to provide professional opinion of civil and structural engineering issues, whether of self-design or whether of designs by others.
Make occasional visits to the construction sites, to provide updates to the civil and structural engineering team.
Be able to correctly organize and file technical project documents.
Be able to offer and receive constructive criticism to all team members, upper-equal-lower tier levels.
Notify management of potential issues, of projects and of human assets.
Be proactive, motivated and able to quickly learn new engineering methodologies.
Be able to work in and adjust to different and changing situations.
Be able to work with a multi-cultural team without self-cultural imposition.
Be able to work a normal six-day work week, eight hours each normal work day.
Bachelor of Science in Civil Engineering, plus additional technical and/or graduate university studies into structural engineering, specific into the seismic loadings as applicable to Afghanistan.
Previous positive verifiable working experience with USACE, USAID or similar NGO preparing documents and specifications.
Minimum of four years of full-time civil engineering design creation and civil engineering design review experience.
Minimum of eighteen-months of full-time structural engineering design creation and structural engineering design review experience.
Minimum of 5 1/2 years of combined fulltime verifiable civil & structural engineering employment experience. Civil and structural engineering skill levels will be tested during the interview.
Experience with AutoCAD, preferably into AutoCAD Civil 3D.
Intermediate to advanced computer skill levels in Microsoft Office Suite, especially Outlook, Excel, Word and PowerPoint.
Intermediate to advanced computer skill levels in Adobe Acrobat commenting features and pdf document creations.
Able to correctly understand input data and evaluate output data of a structural design software, such as STAAD PRO and ETABS.
Able to correctly understand input data and evaluate output data of civil hydraulic design software, such as HEC III.
Be familiar with common United States’ based design & building codes, such as IBC, ACI, ASCE, ASTM, and be able to research such codes for design & building construction minimum requirements.
Experience with standard site survey and geotechnical testing techniques.
Experience in underground civil utility investigation and RCC foundation design.
Be fluent in English, Dari and Pashto (writing, reading and speaking). Candidate shall present certifications of English language studies, to include results of TOEFL testing. English skills will be tested during the interview.
Candidate shall present certifications of software completed trainings.
