Job Summary:

PURPOSE OF POSITION

To ensure compliance WV commodity Standards, this includes monitoring of commodities receipt, storage, dispatch, distribution monitoring and submission of timely, completely and accurate documentation and reporting.
The Commodity Officer will work under the Commodities Department and will spend 20% of his/her time in the field, regarding commodity activities.

Duties & Responsibilities:

MAJOR RESPONSIBILITIES

Commodities Management
• Prepare and maintain commodity import documents and records like Bill of lading, Commercial invoice, Phyto-sanitary certificate for cereals, KC156 for vegetable oil radio activity certificate, Certificate of origin.
• To liaison with agency about custom clearance in Herat.
• Prepare shipment file contains all documents included Advance notices of shipment, Copy of signed AER, Call Forward letter, Bill of Lading, All signed customs authorizations and clearances, Survey reports and invoices, Ship and Port Out-Turn repots, Shipment transportation contracts, Port dispatch summary, Dispatch waybill from the port and Health certifications.
• Liaison with surveyor and document all the process during survey inspection process.
• Follow up with the health certificate if food commodities are suspected to be unfit for human consumption.
• Follow-up for supplier payments like transportation payment, warehouse rent payment all the payments related to commodity.
• Manage all the transportation activities from boarder to warehouse and to distribution centers.
• Track all commodities from point of origin to destination, counting all commodities received in person or through a delegate of World Vision and comparing counts to waybills and other legal documents.
• Manage all warehouses in the designated area under WV’s control to ensure safe, orderly, clean, and vermin-free storage.
• Prepare distribution plans in coordination with the project partners to ensure the timely delivery of the required commodities at each distribution site.
• Manage a small team of end-use monitors to verify that distribution has occurred according to the intentions of the donor, WV and the partner, noting anomalies and taking swift action to notify the project manager when abuses are suspected.
• Follow up with the administration department regarding lease agreements of warehouses.
• To prepare the transport invoices in coordination with Transporter and CTS
• Maintain very clear and good filling system.
• Any other duties as may be assigned.
Documentation.

• File claims for loss or damages, documenting such losses and verifying their disposal according to the procedures or expectations of the donor and WV commodities standards.
• Maintain inventory control and conduct at least monthly physical inventories to ensure that losses are controlled in storage.
• Design, if necessary and implement an orderly voucher system for the controlled dispatch of commodities from warehouses under WV’s supervision.

Reporting and Representation.

• Produce required monthly management reports and quarterly progress reports, being available to prepare additional reports as requested by the Commodities/Deputy Operation Director.



HR
• Conduct regular staff performance appraisal for each team leader, and ensure that performance appraisal is done for each staff.
• Make sure that the staff benefit is done in regular basis
• Replicate the trainings or work shop participated to the staff.

Job Requirement:

REQUIREMENTS
• University Degree in Economics or Business Administration with at least three years experience in commodity handling, distribution and auditing.
• Personal Management including initiative, self motivation and direction.
• Ability to set priorities and undertake new tasks quickly.
• Ability to communicate effectively with a wide range of audiences.
• Ability to prepare written reports requiring reasoning and precision of expression.
• Ability to interpret and explain complex formal documents and systems and assist others to apply them.
• Strong task management skills including attention to details.
• Knowledge of office systems, including experience with computer application (e.g. Word, Excel, E-mail, Lotus Notes).
• Good English communication skills (oral and written).
• Willing to work at odd hours when necessary.
• Cross –cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
• Ability to work in and contribute to team building environment.
