Under the overall authority of the Director of UNESCO Kabul office and overall supervision of Chief
of Education Unit, and the direct supervision of the ELA Programme Manager, the incumbent shall
perform the following functions:
Provide leadership and support to the Education unit in the area of communication and advocacy
to ensure that effective communication strategies have been in put in place to support education
programmes especially the ELA programme;
Coordinate with programmes team and Ministry of Education counterparts to ensure
communication and advocacy activities remain relevant to the education programmes in
accordance with both UNESCO and DMoEL strategic plan. UNESCO being the lead technical
agency working with the DMOEL;
Facilitate capacity development of the DMoEL staff in the areas of communication and advocacy
and conduct regular communications needs assessments for UNESCO Kabul’s Education unit in
the area of advocacy and communications;
Collaborate with UNESCO ELA staff, relevant government departments, officials and other
partners to identify advocacy materials and properly communicate it via UNESCO Afghanistan
ELA website and other outlets;
Identification of storylines for publications and drafting of substantive articles contributing to
UNESCO websites and debates on key development issues. This may involve regular travel to
the field.
Participate in UNESCO supported events, including launches, workshops, training,
programmatic activities and others and prepare press releases and storylines.
Develop/produce communication and advocacy materials for awareness-raising and
communication for and about results, including briefing materials and press releases in
coordination with program team and management.
Provide technical leadership in writing, editing and arranging production of newsletters, in-house
magazines, pamphlets and brochures, and their dissemination;
Manage the communication and advocacy activities of Education unit, such as drafting concept
notes, terms of references, supporting design of print and visual media material, planning media
engagement, maintenance of regular contact with printers, photographers and other vendors to
ensure production and dissemination;
Prepare and update the contents for the web and social media sites in coordination with program
staff and management;
Organize roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.
in consultation with UNESCO Senior management, if need arises;

Prepare donor reports, civic education and community awareness where appropriate to support
projects, as well as responses to inquiries for public information materials and also engage on
social media in consultation with supervisor;
Provide trainings, consultancy and advice to UNESCO Education unit staff and its partners on
communications for development.
Bachelor’s degree in media relations, journalism, communication, public relations, publishing
development or related field
At least 5 years of relevant experience at the national or international level in public relations,
communications or advocacy. Previous experience with a multilateral or international
organization is helpful but not mandatory.
Experience with advocacy on education issues is required.
Prior experience in UN system will be an advantage.
Experience with the full Microsoft Office software package is required, while experience with
InDesign and Photoshop would be an asset.
Good knowledge and experience in handling of web-based management systems would also be
an asset.
Experience using social media for organizational advocacy and awareness-raising is required.
Must have ability of travelling to provinces and districts all over Afghanistan.
Experience in capacity building and institutional strengthening of Government institutions is an
asset
