About Ministry of Education (MoE):
Ministry of education is the largest governmental service delivery organization of Islamic Republic of Afghanistan responsible for provision of quality education for all.
In June 2018, the Swedish International Development Agency (SIDA), the Ministry of Education of the Islamic Republic of Afghanistan and UNESCO jointly agreed on a project funding, titled “Better Education Systems for Afghanistan’s Future (BESAF)”. The objective of the project is to provide technical support to the Ministries of Education (MoE) and Higher Education (MoHE) in line with the on-going education reform processes such as the National Strategic Education Plan III (NESP III). The project is organized around the three pillars of the NESP III, (i) efficient and transparent management; (ii) quality and relevance; and (iii) equitable access. Through BESAF, UNESCO will support MoE and MoHE to strengthen capacity and develop, implement and monitor robust education sector plans integrating a gender perspective and underpinned by accurate and reliable education sector data. The project will also support the revision of curricula and learning resources for formal general education (grades 1-12), non-formal adult education (levels 1-3), and higher education and research (Bachelor’s and Master’s), and increase access to general literacy and skills-based literacy programmers, with a particular focus on women.
Within the BESAF project on-budget component, MoE recruits a communication specialist to provide assistance to General Director of Planning and Evaluation in planning, coordinating, and scheduling meetings, communicating with MoE directorates and development partners, preparing reports/updates on tasks, activities and events, assess the needs and conduct communication trainings for relevant staff.

Duties & Responsibilities:
1. Support Communication and Reporting:
a. Support development of communication strategy and guideline for the department, within overall communication strategy of MoE;
b. Prepare communication briefs and articles;
c. Schedule and facilitate meetings with MoE departments, leadership, development partners and other stakeholders;
d. Prepare agenda, talking points, communication briefs, information packages, minute of meetings and events, briefing notes and PowerPoint presentations;
e. Follow up and prepare accurate and timely updates/reports on key decisions, related to the department;
f. Keep track of opinions, events, decisions and plans;
g. Liaise with other departments in conducting events(programs, workshops, conferences, seminars and meetings) and prepare events report;
h. Develop and maintain database of contact details from department’s internal staff, relevant MoE departments, government organizations, development partners and other stakeholders;
i. Review plan, progress and monitoring reports and identify internal and external communication needs;
j. Maintain positive working relations and manage feedback and information flow between the department and relevant programs;
k. Ensure timely flow of information, decisions and messages to internal staff of department, MoE directorate, government entities, DPs, NGOs and other internal and external key audiences and maintain professional relation with mentioned parties;
2. Capacity Development
a. Conducting HR need assessment and identifying knowledge and skills gap of the program Communication and other relevant units’ staff (MoE programs) in communication management;
b. Developing training material and a training programs based on the results of needs assessment for the program Communication and other relevant units’ staff;
c. Conducting training workshops and mentoring the relevant staff in core function of management and communication;
d. Coaching and mentoring staff in establishing communication among five programs and preparing high quality reports;
e. Collaborating and liaising with other MoE Technical Assistants for better Communication;
f. Train underqualified staff on using communication tools(i.e. MS Outlook);
1. Training packages and programs for capacity building of relevant staff developed
2. Number of staff with enhanced knowledge and skills in program Communication
3. Communication strategy/guideline for the department developed
4. Number of communication briefs/articles prepared.
5. Database of contacts from department’s internal staff, relevant MoE departments, government organizations, development partners and other stakeholders; developed and maintained;
Job Location:Afghanistan, Kabul
The candidates should have the following skills, experience and qualifications:
- A university degree in communication, journalism, economics, business administration, computer science, educational planning and management or other relevant disciplines
- At least 5 years of practical experience in program communication and implementation
- Fully aware of the techniques and modern technologies used in communication
- Proficient in using MS Office programs
- Demonstrate professional oral and written communication skills
- Fluency in English and Dari/Pashto
