Job Summary

The Communication and Media Officer (CMO) is responsible for providing technical support for all IPACS-II media activities, particularly in relation to the program’s community and policy engagement activities. S/he will also be responsible for developing inventive media outreach strategies to promote the IPACS-II program. With guidance from the Communications and Outreach Coordinator, the CMO will collaborate with relevant media organizations to design and disseminate innovative media messages.

Duties & Responsibilities

Contribute to the development of a Media Strategy by carrying out research, compiling and analyzing relevant data.
• Assist COC in development and implementation of all media-related communications and public outreach activities, including but not limited to public service announcements and web-based communications.
• Participate in design, development, pre-testing and evaluation of culturally relevant media material and activities. Work with I-PACS partners to ensure that public awareness and field input is integrated into communications and outreach activities.
• Provide technical assistance on the production of print, audio/visual and web-based media materials and oversee the qualitative aspect of production such as quality control of translations.
• Ensure that all materials are delivered to the target recipients in a timely manner.
• Monitor all media and public outreach activities for IPACS-II and report to the COC.
• Assist in providing technical knowledge about media and media development to IPACS staff and relevant IPACS partners.
• Assist COC to propose and oversee administrative and logistical aspects related to media and promotional activities.
• Assist in developing media-specific project monitoring and evaluation, reporting and communication.
• Assist the COC to develop strong organizational relationships and partnerships with local and national media professionals.
• Provide input for bi-weekly, monthly and quarterly reports.
• Provide input into annual and monthly work plans.
• As requested, assist in facilitating and/or participating fully in meetings and working groups.
• Keep informed on civil society issues and developments in Afghanistan.
• Other duties and tasks as assigned

Job Requirements

Degree in Social Sciences, journalism, communications or related field.
• 3 years experience in media and public outreach activities.
• Good knowledge of the Afghan media landscape, experience in working with government representatives.
• Experience working programmatically with an INGO.
• Proficiency with Microsoft Office Software.
• Ability to prioritize and handle multiple tasks under tight deadlines.
• Highly organized, skilled communicator, both verbally and in writing.
• Strong coordination and planning skills.
• Ability to work both independently and as an effective team member.
• Demonstrated proficiency in English language, both spoken and written, in addition to two main local languages, Dari and Pashto.
