About APFM

Job Summary

The Communications and Outreach Advisor will be responsible for all APFM communications and outreach activities, and will contribute to the design and implementation of public outreach activities for selected Afghanistan Government agencies. Principle duties and responsibilities are listed below.

I. Reporting
The Communications and Outreach Advisor reports to the APFM Deputy Chief of Party (DCOP) or his/her designee.

Duties & Responsibilities

 Review previous public outreach campaigns conducted by selected Government agencies.
 With counterparts, design a communications strategy to provide tax and budget information to the public.
 Assist the Government in conducting a tax public outreach campaign and support the MoF in budget outreach initiatives.
 Build the capacity of tashkeel to disseminate tax and budget information to the public effectively.
 Develop a comprehensive communications strategy for the APFM project and execute APFM public outreach initiatives.
 Design and continuously monitor public outreach activities using illustrative tools such as targeted public awareness campaigns, print advertising, Radio/TV programs, social networks, websites and other forms of electronic communications.
 Establish guidelines and processes for APFM project reporting and media outreach.
 Plan and facilitate internal communications to support APFM project implementation and ensure consistency in communications activities.
 Review APFM's marking and branding strategy, adopt a strategy that complies with USAID marking and branding requirements, and implement the strategy.
 Monitor project activities to identify impact and success stories and ensure they are captured, developed, and used effectively in APFM project communications.
 Create project materials and templates (e.g., project fact sheet, a contacts database, PowerPoint presentation, brochure, stationery, business cards).
 Respond to APFM staff requests for communications assistance, and provide creative ideas for using communications tools to improve the implementation and effectiveness of APFM activities.
 Conduct social network training for counterparts to develop their skills in conducting effective outreach campaigns through social networks.
 Develop, manage, and implement advertising campaigns and public awareness campaigns, using print, audiovisual, and other media.
 Manage APFM's budget for communications activities.
 Contribute to the drafting of APFM reports, including APFM work plans and progress reports.
 Work closely with APFM's Monitoring and Evaluation Manager to monitor the impact of public awareness/communications activities.
 Perform any other appropriate tasks that support project activities as assigned by the APFM DCOP or his/her designee.

Job Requirements

 Bachelor’s degree in communications, public relations or related field and at least 7 years of relevant experience, or Master’s degree in communications, public relations or related field and at least 5 years of experience.
 Ability to design and execute communications strategies effectively.
 Demonstrated photography and video coverage skills.
 Excellent knowledge of Ms-Office, Internet browsing and Computer Graphics software. Proficiency in CorelDraw, Adobe Photoshop and other Graphic software would be an asset.
 Knowledge of USAID branding rules, regulations, and procedures.
 Ability to write and verbally communicate clearly and concisely in English, Dari and Pashto.
 Ability to work effectively in a cross-cultural environment.
 Excellent organizational and prioritization skills.
 Experience working with international donor technical assistance programs preferred.
