About UNOPS

Job Summary

The objective of the Snow Clearance and Avalanche Prevention in the Salang Pass (SCAP) project is to provide specialized training and infrastructure assistance to Ministry of Public Works of Afghanistan to ensure a safe and reliable transport route through the Salang pass during the harsh winter months.

Duties & Responsibilities

Under the direct supervision of the project manager the incumbent of the post is required to perform the following specific duties and responsibilities:

• Manage the implementation process of projects communication networks.
• Develop and recommend strategies to address specific telecommunications, connectivity and related
training needs of the project.
• Coordinates the installation of all project radios, ancillary radio equipment and satellite
phone/equipment in project facilities and vehicles.
• Support on the service and repair all communication equipment as necessary in all project facilities
and vehicles.
• Operate and maintain all communication test equipment.
• Maintain accountability of all tools and test equipment.
• Ensures all radio equipment (office and vehicle) is in working condition.
• Maintain inventory records on spare radios and repair parts.
• Assists in procurement of radio equipment
• Interact with local repair facilities in order to turn-in and receipt of items under warranty.
• Making profile and programming HF Codan radios, Mobile/Base.
• Making Code plug and programming of VHF Base/Mobile/Handset radios.
• Maintaining Project repeaters.
• Tuning Duplexers for repeaters.
• Maintaining and regular check up of Internave CHF tracking system.
• Submit reports to immediate supervisor on the equipment status, spare part stock-age, test equipment
service ability, etc.
• Interacts with the UNOPS ICT Analyst in order to troubleshoot and repair existing radio systems in
support of UNOPS.
• Advise on hiring and placement of teams and communications hubs.
• Coordinate frequency usage and communications methods.
• Develop technical specifications/cost proposals for procurement/contractual services, oversee the
technical evaluation of bids and proposals received and monitor the procurement process/manage the
contract service.
• Manage telecommunications assets with respect to deployment, usage and redeployment;
• Track and monitor communications project progress against plan, requirements, quality measures,
standard processes; liaise with users on all aspects and during all phases of development and
implementation.
• Develop, implement and monitor communication standards and guidelines.
• Provide professional leadership and work direction to communications team.
• Develop and recommend strategies to address specific telecommunications, connectivity and related
training needs of the project.
• Provide emergency communications capabilities in support of personnel’s security, including providing a focal point for inter-agency emergency field security communications liaison;
• Ensure effective coordination with other Ministries, NGOs, other Government agencies and UN
agencies in order to maximize possibilities of inter-agency collaboration in the field of
telecommunications.
• Develop disaster recovery plans and ensure appropriate planning and training of those responsible.
• Implement and maintain UNOPS LAN/WAN cabling.
• Provide end-user Comms support
• Assists in the maintenance and management of LAN and networking systems established in each
provincial office.
• Performs other duties as required.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Job Requirements

5. Qualifications and Experience
a. Education

• Secondary Diploma required; Bachelor’s Degree in electrical/electronic/telecommunication engineering is considered an asset.
• MCP certification and advance training in programming HF and VHF radio an asset.

b. Work Experience

• Minimum 5 years experience in the field of ICT Communication preferably with UN or other international organization;
• Knowledge of UN rules and regulations will be considered an asset;

c. Key Competencies

• Creativity in ICT troubleshooting
• Good knowledge in Communication equipment installation and programming.
• Good knowledge in installation of computers (hardware and software).
• Excellent English and Pashtu/Dari language skills;
• Excellent interpersonal communication skills.
• Ability to cooperate and coordinate with others
