Job Summary:

Through its implementation of two Global Development Alliances, 13 Grants and its direct capacity development support, the ASMED office in Herat is currently working to support 150 internships, 21 Business Associations and over 1,300 SMEs. However, with the increased resources recently introduced to the project, ASMED intends to peruse a number of opportunities for high impact interventions in Western Afghanistan, especially to expand ASMEDs outreach into the less urban provinces of Bagdis, Farah, and Ghor. Therefore to ensure that the complete scope of ASMEDs activities and impact in the region is effectively recorded and reported throughout this expansion, ASMED intends to engage the full-time services of a regional communications officer.

Duties & Responsibilities:

The Communications Officer is responsible for ensuring the accurate and timely reporting of programme activity from the Western region to USAID, via the ASMED communications and outreach department in the Kabul office. To ensure an effective bridge is formed between the Kabul and regional offices, the Kabul Communications and Public Outreach Manager will be fully responsible for directing the quality and content of the Communications Officer’s responsibilities, whilst he/she will report directly to the Regional Manager regarding their own operational management (HR issues, travel approvals, etc). As a result of this trans-regional role, any review of the Communications Officer’s performance will be conducted jointly by the Kabul Communications and Public Outreach Manager and the Regional Manager.
In addition the Communications Officer will assist the Regional Manager in collaboration with the Kabul Communications and Public Outreach Manager, in disseminating information to local audiences in the region to ensure that the project’s activities receive proper exposure in local language media outlets.
 Under the direction of the Kabul Communications and Public Outreach Manager, in co-ordination with the Regional Manager, develop first drafts of success stories and press releases on regional ASMED activities;
 Develop a tracking mechanism to report on media attention the project receives and on upcoming activities and opportunities for positive exposure;
 Work with Communications management staff to develop and print marketing and outreach materials for special events (such as banners, brochures, posters, etc.);
 Ensure appropriate branding and marking identity for all program activities;
 Coordinate translation and interpretation services as necessary;
 Take photographs at important events, draft short descriptions and record key outcomes;
 Summarize and submit program highlights weekly; in collaboration with regional office management and technical staff, draft comprehensive monthly and quarterly reports;
 All other requests as directed by Communications and Public Outreach Manager, Kabul and/or the Regional Manager.

Job Requirement:

 Excellent English Language abilities, both written and spoken (essential for this position);
 Previous work experience in an international donor funded project;
 Ability to understand, package, and effectively convey key program messages to appropriate audiences
 Undergraduate degree in Communications, Journalism, or something similar or equivalent practical work experience
 Knowledge and experience in providing presentations and public statements
 Excellent report writing skills
 Strong Public Relations skills
 Proven organizational skills
 Computer proficiency
 Ability and willingness to travel regionally, nationally and possibly internationally;
 A proactive and dynamic working manner, with the ability to manage own workload efficiently without constant supervision;
 An ability to work well as part of a fluid but supportive collaboration.
