Job Summary:

Under the direct supervision of the Regional Project Manager, the Community Development Specialist (CDS) is responsible for leading stakeholder coordination and community mobilization in support of SWSS implementation. He or she will be assigned to cover a specific region of Afghanistan and support all community-based project activities. The CDS will conduct regular consultation missions and site visits in his/her regional area to ensure widespread governmental and non-governmental support for SWSS implementation. The CDS will follow the SWSS community mobilization and development strategy, and monitor the implementation of that strategy in his/her regional area. An essential component of this is building community and private sector capacity to manage long-term community based operation, financing and maintenance of new water supply, sanitation, and hygiene (WASH) infrastructure. The CDS is responsible for engaging communities in his/her regional area to begin to take charge of their own development needs, in partnership with legitimate local authorities.

Duties & Responsibilities:

Principal Duties and Task

• Facilitate the implementation of program activities in coordination with local communities and authorities;

• Ensure the coordination of SWSS activities and plans with provincial and district-level actors and programs;

• Identify and report policy, cultural, and/or legal issues that may hinder implementation;

• Coordinate activities with all technical SWSS staff and the monitoring and evaluation (M and E) unit;

• Attend SWSS trainings designed to enhance skill set related to this position;

• Maintain broad network of relationships with multiple GIRoA ministries including but not limited to Ministry of Women’s Affairs, Ministry of Rural Rehabilitation and Development, Ministry of Public Health, and Ministry of Education;

• Maintain constant relationships with INGOs, NGOs, and USG-supported programs in provinces and districts;

• Using approved SWSS templates, report on activity progress to the Regional Project Manager and Director of Social Development for input into monthly, quarterly and annual reports;

• Collaborate with the Strategic Communication Specialist to identify and prepare success stores for inclusion in SWSS quarterly reports;

• Prepare weekly activity reports, supply input for a project databases, and contribute to results reporting;

• Contribute to field start-up and implementation by actively participating in consultations with local stakeholders and SWSS implementing partners;

• Maintain complete, well-organized paper and electronic files of project and community activities;

• Participate in regional meetings, discussions and round tables as requested by Regional Project Manager and Director of Social Development;

• Provide input for development of annual work plan;

• Provide trainings on community-led operation, maintenance and repair of WASH infrastructure to community residents, local leaders, and government stakeholders;

• Identify and establish Volunteer Community Oversight Committees (VCOCs) in priority communities;

• Lead PRA processes and assist in gathering baseline and end-of-project data;

• Identify microfinance opportunities to fund WASH projects and facilitate linkages between prospective borrowers and microfinance institutions;

• Track activity budgets and report this to the Regional Project Manager and Director of Social Development and Director of Finance and Administration as needed;

• Track and ensure timely reporting on sub-project deliverables; and

• Conduct other tasks assigned by the Regional Project Manager or Director of Social Development as necessary.

Qualifications:

Educations:

University education; preferably in Social Science, Development, Project Management or related field

WORK EXPERIENCE:

Minimum 3 years of professional experience in the related field
Knowledge and experience of rural-community development and hygiene promotion is required.
Ability to interface between government and communities
Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work in also a must
Experience working in the region or similar environments and on rapid transition programs in insecure environments desirable.
Proficient in MS Office and internet applications
Excellent interpersonal skills and ability to communicate

Work experienced of USAID funded project is a clear plus.

SKILLS:

Working knowledge of English, ability to communicate clearly and coherently orally and in writing Excellent interpersonal skills, including patience diplomacy, willingness to listen and respect for colleagues
Must be capable of working both individually and as part of a team must also be able to create a supportive working relationship among all project teams

LANGUAGES:

Knowledge of spoken and written English, Dari and Pashto

GENERAL:

Excellent analytical and organizational skills
Willing to regularly conduct site visits to the project work location
Strong diplomatic and interpersonal skills are desired
Knowledge of USAID procedures is desired
