Job Summary

Project/Proposal Summary:
MSI seeks an experienced Community Development Specialist for a three-year Stability in Key Areas (SIKA) project in Afghanistan. The objective of the SIKA – South program is to promote stabilization in key areas by assisting District level Government of the Islamic Republic of Afghanistan (GIRoA) officials to provide improved functioning of government and to enable the provisioning of priority GIRoA-led basic services to better instill confidence and build stability for affected populations with the focus on the following areas: Helmand, Kandahar, Urusgan, Zabul, Nimroz, and Day Kundi.

Position Summary:
The Community Development Specialist will report directly to the Chief of Party and will work to engage communities in a participatory process to improve their capacity/commitment to promote local stabilization.

Duties & Responsibilities

Responsibilities:
• Guide and lead the USAID SIKA team and partners, including local governments, in the process of engaging communities and building capacity;
• Coordinate with other members of the USAID SIKA team and local government to ensure that project activities are coordinated at the community level;
• Supervise the development and implementation of training programs directed at local government, NGO partners, and communities;
• Work with project Communications Specialist to ensure that communications messages and media are appropriate for reaching community and local government audiences.

Job Requirements

Required Qualifications:
• Demonstrated experience working with donor-funded programs, preferably with international donors such as USAID;
• Bachelor’s Degree in related field;
• Experience designing and implementing programs at the community level with experience in Afghanistan strongly preferred;
• Knowledge of issues relating to the project preferred;
• Must be willing to travel extensively in the regions where the programs will take place;
• English language fluency required; Dari/Pashto language fluency an asset.
