The primary responsibility of the incumbent is to: mobilize the target communities, build SMCs’ capacity through training and regular counseling, collect community mobilization and training data and assist Project Admin Officer in data analysis and interpretation and report development, assist teacher trainers in teacher competency and student placement tests, assist Field Supervisor in developing Community-Based Education (CBE) project scope and make sure from properly utilization and collection of M and E Tools.
1. Mobilizes the target communities, so that they could understand project intervention criteria, procedures and policy and to inspire them to actively play their role in the promotion of project education programs
• Develops baseline surveys and community mobilization plan;
• In coordination with Teacher Trainers conducts baseline surveys;
• Identifies eligible communities for Education Program assistance;
• Represents CARE Education Program and the purpose of his/her duty to the target
Communities.
• Mobilizes and motivates the target communities to undertake village level interventions and to actively participate in Education Program endeavors for the promotion of education;
• Inspires the sense of contribution, participation and self-reliance in the target communities;
• Establishes and develops good mutual understanding, cooperation and trust between CARE and the target communities;
• Assists communities to establish school management committees;
• Maintains good working relations with authorities.
2. Builds SMCs’ capacity through training and regular counseling to effectively undertake school management, monitoring, parent liaison, problem solving and conflict resolution, and resource mobilization.
• Prepares SMC training and counseling plan;
• Develops, designs and conducts regular and effective training program for SMC
Members;
• Develops training aid materials;
• Conducts evaluation of training sessions;
• Undertakes regular visits to the established SMCs and holds meetings and
Consultations with them on school related affairs;
• Provides technical assistance and support to SMCs to best meet their school
Management responsibilities;
• Assists Community Mobilization Senior Technical Facilitator in developing Training manual and implementation.
3. Collects community mobilization and training data and assists Project Admin Officer in data analysis and interpretation and report development
• Collects and compiles community mobilization, SMCs establishment and performance,
and training sessions’ related data as well as relevant M and E Tools;
• Assists Project Admin Officer in project operation data analysis and interpretation;
• Submits community mobilization, monitoring, counseling, training, and observation
reports to the field supervisor;
• Assists Project Admin Officer in quantitative and narrative reports’ development;
• Disseminates relevant information to SMCs.
4. Assists teacher trainers in conducting teacher competency and student placement tests to help the communities recruit qualified teachers and identify students for different grades
• Coordinates with teacher trainers, teacher competency and student placement test
venue and date;
• Coordinates and explains the process of teacher competency and student placement
test to SMCs so that any misunderstanding is strictly avoided;
• Provides assistance to teacher trainers in the time of conducting the tests;
• Takes the overall responsibility of teacher trainer as and when required.
5. Assists Field Supervisor in the development of provincial program scope
• Assists field supervisor in setting AOP at sub/site office level;
• Assists field supervisor in developing IOPs in the light of AOP;
• Assists field supervisor in developing project implementation plans;
• Assists field supervisor in developing project operation budget at sub/site office level;
• Make sure from proper utilization and collection of M and E tools.
Other duties as assigned by the field supervisor
EDUCATION: At least university graduate in community development or other relevant trade.
WORK EXPERIENCE: At least three years working experience in community mobilization/self reliance/self help sectors, preferably with an international organization
SKILLS: Very good training, community mobilization and motivation skills, good communication skills in national languages and fair level of written and spoken English.
LANGUAGES: Fluency in written and spoken Dari and Pushto languages, English will be an advantage.

TRAITS: Enthusiasm to the job, the position also requires very good analytical skills.
