Job Summary

Project/Proposal Summary:
The overall objective of the Assistance to Afghanistan’s Anticorruption Authority (4A) Project is to build the capacity of the High Office of Oversight (HOO). The five components of this USAID program seek to improve upon the laws and procedures that already exist, implement them, and find ways to ensure that the progress achieved is sustainable over the long term. The 4A Project will help the Government of the Islamic Republic of Afghanistan (GIRoA) strengthen the HOO – making it a strong, effective institution able to lead, monitor, coordinate, and report on efforts to combat corruption across the country. In particular, MSI will:
ï‚§ work with the HOO to plan and implement a program of institutional development and sustainability for the HOO;
ï‚§ support the HOO in carrying out its priority responsibilities in asset registration and verification, complaints management and case tracking, and coordination and monitoring of anticorruption performance across other government agencies;
ï‚§ provide support in establishing a sub-regional presence for the HOO;
 assist in publicizing the HOO’s activities; and
ï‚§ provide needed facilities and equipment.
Afghanistan faces daunting challenges with corruption, whose corrosive effects are recognized as detrimental to economic development, political legitimacy, social stability, and countering anti-government elements. A principal innovation of the 4A project is that it is strongly demand-driven; the HOO is an active participant, not the mere recipient of technical assistance.

Position Summary:
Provide technical support to HOO counterparts to improve complaints management and case tracking functions, and develop investigatory functions of HOO.

Duties & Responsibilities

Responsibilities:
• Provide technical support to establish a system for registering and tracking corruption complaint cases;
• Establish agreements with ministries and government agencies who already have hotlines to share information;
• Develop standard procedures to investigate complaints;
• Develop a public information campaign about the complaints mechanism;
• Research and support implementation of traditional justice approaches to resolve complaints.

Job Requirements

Qualifications:
• Experience developing procedures to handle complaints and grievances from citizens concerning alleged government corruption (including hotlines);
• Experience with implementing alternative dispute resolution practices, utilizing traditional justice mechanisms, to resolve complaints and grievances;
• Experience developing cooperation among government agencies to respond effectively to citizen complaints.
