Job Summary:

Project/Proposal Summary:
The overall objective of the Assistance to Afghanistan’s Anticorruption Authority (4A) Project is to build the capacity of the High Office of Oversight (HOO). The five components of this USAID program seek to improve upon the laws and procedures that already exist, implement them, and find ways to ensure that the progress achieved is sustainable over the long term. The 4A Project will help the Government of the Islamic Republic of Afghanistan (GIRoA) strengthen the HOO – making it a strong, effective institution able to lead, monitor, coordinate, and report on efforts to combat corruption across the country. In particular, MSI will:
 work with the HOO to plan and implement a program of institutional development and sustainability for the HOO;
 support the HOO in carrying out its priority responsibilities in asset registration and verification, complaints management and case tracking, and coordination and monitoring of anticorruption performance across other government agencies;
 provide support in establishing a sub-regional presence for the HOO;
 assist in publicizing the HOO’s activities; and
 provide needed facilities and equipment.
Afghanistan faces daunting challenges with corruption, whose corrosive effects are recognized as detrimental to economic development, political legitimacy, social stability, and countering anti-government elements. A principal innovation of the 4A project is that it is strongly demand-driven; the HOO is an active participant, not the mere recipient of technical assistance.

Position Summary:
Assist HOO in establishing a sub-regional presence and assist in establishing alternative mechanisms for redress of corruption complaints at the sub-national level.

Duties & Responsibilities:

Responsibilities:
• Manage and coordinate activities within the project and with the HOO to effectively establish, train, and monitor the functions of provincial offices of the HOO;
• Provide liaison with provincial offices of the HOO and provincial government to promote effective implementation of HOO functions at the regional level, being sensitive to local traditions and priorities;
• Provide expertise in traditional justice approaches to resolve conflicts and grievances;
• Assist in developing a phased plan of action to establish regional HOO offices;
• Conduct research on alternative complaint collection and redress mechanisms;
• Support establishment of several HOO offices at the provincial level; provide training and technical advice to the staff;
• Monitor the performance of the provincial offices and recommend adjustments to their procedures and mandates over time.

Job Requirement:

Qualifications:
• Experience working with government bodies at the provincial level in Afghanistan to improve governance procedures and improving government transparency and accountability;
• Experience with traditional justice approaches to resolving conflicts and complaints;
• Experience managing and coordinating project activities;
• Experience on USAID funded projects preferred.
