Good spoken English with writing skills as well as Pashto and Dari, and knowledge of using basic computer programs (Ms. Word and Ms. Excel and accounting data 

Duties & Responsibilities:


Duties & Responsibilities

The main duties and responsibilities of Finance Officer is, to undertake /assist in daily function of Project Management Unit (PMU) as follows;

  • Prepare daily expenses vouchers and process them.
  • Maintain proper supporting documents for all financial related data and implement easy access filing system.
  • Reconcile bank accounts and compare bank balances with books on monthly basis.
  • Calculate wage taxes and payment of the same.
  • Prepare M16s (Payment Request) and keep track Of AE4D and or AESD’s Budget Vs Actual.
  • Liaise with MoF and follow up on AE4D and or AESD’s payments.
  • Receive and pay out cash and to keep records as stated in the Finance Manual.
  • Check bills agreements in accordance with the rules and regulations of AE4D before payment is made,
  • Prepare cheque, bank receipt and payment vouchers,
  • Record all receipt and payment vouchers in cash and bankbooks,
  • Record on a daily basis the cash and bank balance position,
  • Manage finance books, vouchers, files, chequebooks, and financial documents, physically check cash in safe on a daily bases,
  • Compare cash and bankbooks with computer printout at the end of each month,
  • Withdraw cash as required from the bank,
  • Liaise with bank, giving and receiving bank documents,
  • Change currency with a two-member delegation in the market as required,
  • Pay out cash according to AE4D and or AESD rules and regulations,
  • Report on improper use of AE4D and or AESD stock and cash.
  • Update inventory list on quarter base
  • Other tasks assigned by top management.


Reporting obligation:

·     The Finance Officer report to Procurement Specialist and Project Director as his/her direct supervisor.

·     Required Travel to Logar Province 30 %

Qualification and Experience:

·        Minimum Bachelor’s Degree in Economics, Business Administration, Accounting or Financial Management, Public Administration or other related fields.

·        At least 5 years work experience in Financial Management with World Bank funded projects or international donors project in same designation;

·        Strong familiarity with World Bank Financial/ Disbursement and Procurement procedures; experience of Public Financial Management and government budgeting and MoF financial management systems;
