Skills Description:

·        familiarity with World Bank and Afghanistan Procurement procedures;

·        Demonstrated abilities to take initiative, build consensus and make things happen;

·        Ability to build strong relationships with clients and external stockholders.

·        Good interpersonal skills and communication skills;

·        Good spoken English with writing skills as well as Pashto and Dari, and knowledge of using basic computer programs (Ms. Word and Ms. Excel and accounting data bases);

The main duties and responsibilities of Procurement Assistant is, to undertake /assist in daily function of Project Management Unit (PMU) as follows;


·           Assisting the procurement specialist, in overall planning and managing of the procurement of Goods and Works required under the project

·           Obtaining Quotations from the market for local/national shopping for Goods and Works along with procurement committees

·           Liaise with contractors/suppliers to ensure timely delivery

·           Liaise with the logistics Unit to ensure that all items are received, and required feedback from logistics is provided to Procurement for all Purchases

checking all documents submitted to the procurement department by both users and others related to procurement of Goods and Works, as per instruction of Head of Project.

·           Ensuring all procurement project correspondence is received, dispatched and recorded

·           Assisting in Bid-opening and Bid-evaluation meetings, preparation of statements for bid-evaluations, preparing contracts, etc. for procurement of Goods

·           Monitoring all procurement issues related to procurement of Goods and Works and making sure the World Bank procedures and guidelines are implemented

such other duties as may be assigned by the procurement specialist and Head of Project.

·           Coordination with Logistics and End user complete and facilitate performance evaluations for all Vendor's/Contractor's

·           Maintaining the project section’s filing system.

·           Arrange for the publication of GPN, SPN and other such procurement notices in the relevant newspapers and websites

·           Liaison with the Department of MoIC Procurement and Finance for payments to Vendors/Contractors

·           Liaison with the Department of MoIC Procurement for the bid submitting , bid opening , Evaluation and drafting documents.

·           Handle administrative requests and queries from senior levels.

·           Shopping small items of goods and or any needed material /services for daily operation activities.

·           Update records in the computer system and maintain electronic and hard copy filing system.

·           Take meeting minutes and maintain proper records.

·           Write emails, Official letters (Maktob, Istilam and request) in a professional manner.

·           Reception of visitors photocopies and mail services,

·           Answer to office telephone and recording of public complaints’

·           Any other tasks as require by the Project.

Reporting obligation:

·     The Procurement Assistant report to Procurement Specialist and Project Director as his/her direct supervisor.

·     Required Travel to Logar Province 30 %
