Job Summary

The consultant is expected to
1. Prepare an action plan for the implementation of outreach activities
2. Supervise implementation of outreach activities
3. Receive feedback from youth and prepare report
4. Support international consultant for development of youth policy

Duties & Responsibilities

 Study, examine and analyse youth outreach programme related issues in Afghanistan and identify the areas important for developing an action plan.
 Sensitize Deputy Ministry of Youth Affairs and Provincial Youth Directors and other stakeholders to the needs for Youth outreach programme
 Undertake field visits to discuss with and involve stakeholders especially religious leaders, elders, parents in outreach activities

 Prepare an action plan for the implementation of youth outreach activities with the budget and with gender focus

 Prepare for the implementation of outreach activities and advise senior management on the implementation of outreach activities

 Assist senior management in supervising the implementation of outreach activities

 Obtain feedbacks from stakeholders such as youth, elders, religious leaders, parents and NGOs for the national youth policy and other schemes of the project

 Build capacity of the staff of the programme section in programme/project management

 Support international consultant in development of youth policy

Job Requirements

 Bachelors Degree in social science or related field.
 At least five years of progressively responsible professional work in the area of youth development, youth and other outreach programme, organizing sports and cultural activities etc.
 Experience in developing action plan and implementing programme
 Analytical capacity and experience in program evaluation/review.
 Strong oral and written communication skills, advocacy and negotiation skills, professional experience in developing reports and concept notes on youth volunteer activities;
 Fluency in Dari, English and pashto
