Purpose
The purpose of the review is to assess the program's actual progress, results achieved and how inputs were utilized since the beginning of phase (May 2009) to date and provide well-founded recommendations to help better steering and adjusting the program for the current phase.
Scope of the Review
The review should cover all main components of the program, while taking into account the following main parameters:
Relevance / Appropriateness: to identify the degree of correspondence between the needs of the target population and the objectives defined / to look at the correspondence between input/resources and the intended results.
Efficiency: To assess how economically different inputs (funds, expertise, time, etc.) have been converted into outputs.
Effectiveness: To measure the extent the project achieved its stipulated objectives and expected results.
Sustainability: To analyze the current and potential sustainability of each project component towards sustainable livelihoods of the target population.
Learning: The review should also provide guidance on the future of APSILD and how it may need to adapt the program with the current context. Specific recommendations are required on 1) changes and adaptation of the approach, 2) Fine tuning of the program components
Timeframe
Preparatory works and briefing 3 days
Field work: Oct/Nov 2010 10 days
International travel 3 days
Reporting and debriefing 7 days
Total 23 days
A detailed mission plan/itinerary will be developed following agreement on the above timeframe and availability of the consultants.
Required expertise and skills:
•Proven experience in conducting development project reviews
•Expertise in Agriculture / rural development
•Excellent know how of research techniques and proven analytical skills
•Familiarity with Sustainable Livelihood Approaches
•Know-how of the projects actual costs and benefit analysis
•Program management and steering
•Income generation; market development
•Expertise in gender/ women’s promotion
Other requirements
•Familiarity of working in a post-conflict context
•Familiarity with SDC standards and procedures is an advantage
