About NERAP/UNOPS

Job Summary

Under the overall supervision of the Head of PIU and with technical input and guidance from the International Contract Management Supervisor and QA Specialist the Contract Associate is responsible to collect and compile all Contract documents in accordance with Donor rules and regulations and ensure all administrative processes are adhered to in relation to contract management for the NERAP/MPW project.

- Responsible for the preparation of Contract documents, and the effective completion of the Sub-projects in partnership with the Head of PIU, International Contracts Supervisor and QA Specialist Regional Engineers, MIS and the Technical Units.
- Prepare responses to donor and other key stakeholders queries in relation to Contract documents and delivery of Contracts, on time and within budget.
- Organize and coordinate all Contract meetings held at Head Office, including the Pre-Start Contract Meeting, advise Contractors of Contract Law and World Bank rules and regulations
- Respond to any queries from Stakeholders, Regional Engineers and Contractors.
- Be a member of the bid opening and the Bid Evaluation Committee as required.
- Responsible for obtaining technical information from Contractors, when required and in accordance with World Bank rules and regulations.
- Coordinate with MIS and Regional Engineers to ensure Contractors are submitting work-plans and invoices periodically and in accordance with the awarded Contracts.
- Coordinate the process to obtain approval from the World Bank or other donors for the recommendation, including the preparation of various Reports.
- Responsible for managing the administrative process throughout the duration of the contract, such as preparing, verifying and processing time extension requests, confirming contractor payments and variation orders, overseeing financial disbursements based on performance and issuance of works completion certificates.
- Monitoring sub-project progress as per contractual terms and assist the Reporting and Planning Unit in updating works procurement plan.
- Represent NERAP with donors and key stakeholders when required and liaise with other NERAP Units to ensure effective coordination and support.
- Manage and supervise the Contract Assistants.
- Train and build the capacity of the Contract Management Civil Servant counterparts to assume more duties and responsibilities.
- Perform any other duties as requested by Senior Management.

3. Monitoring and Progress Controls
(Clear description of measurable outputs, milestones, key performance indicators and/or reporting requirements which will enable performance monitoring)


- All Contracts completed and coordinated as per rules and regulations.
- Works are completed in accordance with contractual terms, on time and within budget.
- Contract Management Civil Servant counterparts clearly demonstrate an increase in skills and knowledge in regards to contract management procedures and processes.
- Ad-hoc meetings with management on work progress and challenges.

4. Final Product
(Define the final product, i.e. survey completed, monitoring system set up, workshop conducted, etc.)


- Contracts documents and processes are completed according to World Bank rules and regulations

Job Requirements

Education (Level and area of required and/or preferred education)

- Secondary Diploma required.
- Bachelor Degree in Contract Law/Management, Business Administration, Management, Finance, Procurement Management or another relevant fields considered an asset


b. Work Experience
(List number of years / area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

- At least 5 years of progressively responsible work experience in Contract management, logistics, administration or operations.
- At least 2 years experience in Contract Management of Civil Works desirable.
- At least 2 years experience with NGOs, UN Agencies or an international organization is highly desirable.
- Previous experience in a supervisory or management position is essential.
- Knowledge of World Bank Procurement Procedures is an advantage
- Excellent working knowledge of English, both written and verbal. Fluent, both written and verbally, in Dari/Pashto.
- Good working knowledge of MS Office application (Word, Excel), email and able to easily navigate internet.
- Knowledge of World Bank and UN rules and regulations would be a distinct advantage.
- Be able to uphold and respect Contract Law ethics and to conduct activities with integrity.
- Is a team player who demonstrates patience, flexibility and honesty.
- Is able to manage and mentor a team and supervise in a participatory and capacity building manner.
- Be willing and able to meet tight deadlines and work long hours when required.
- Is a self-starter, who is able to plan and manage his/her own work, takes initiative and strives to meet deadlines.
- Be able to work in a multi-cultural environment.
