The National Agriculture Development Framework (NADF) has outlined the boundaries for projects/activities to be developed to improve the agriculture production and productivity in Afghanistan; to improve the economy of farming community and households; to manage the natural resources and to reform the ministry and to develop the capacity of the Ministry at national and sub-national level.
The implementation of the NADF requires a strong Program Implementation and Coordination Unit (PICU) to ensure that programs/projects are implemented smoothly, and the capacity of the ministry is developed. Also, it will ensure that the government leadership is placed in the programs.
The General Directorate for PICU is responsible for overall management, implementation, coordination and monitoring of the Ministry of Agriculture, Irrigation and Livestock Programs and Projects.
The Contract/Grant Management Unit (CGMU) is responsible for Contract Management of all programs and projects, both lead organization and sub-contractors. The unit is responsible for contract modification, contract/agreement preparation according the national and International contracting term and conditions. It is also responsible for ensuring that the contractors are delivering the services and goods as per the contract agreed terms and condition. It is also responsible to ensure that payments to the contractors are made on time against agreed deliverables. Moreover, the Unit is responsible for Grant Management of the Ministry development projects. It is responsible to monitor the budget performance of the various programs/projects; to ensure that the budgets of the projects are spent as per the agreed and approved budget with the donor. It also monitors the budget of the Lead facilitating partner and subcontractors and ensures all expenditure is eligible.
The unit will also be responsible to coordinate and lead programs/projects grant reporting to the donor.
The CGMU Director will work under the direction of the Director General of PICU at MAIL.
Duties & Responsibilities:
1.Establishment, Management, development, and implementation of Contracts Grants Management Unit
â€¢Plan, prioritize and sequence the implementation of activities related to CGMU in close coordination with the PICU General Director.
â€¢Develop and update detailed implementation plans under the guidance of the PICU and in close consultation with relevant project staff and ensure the implementation of programs and projects related to the PICU.
â€¢Prepare documentation for transfer of grants including grant agreements, budget and performance targets for the selected grant recipients and arrange for signing of the agreements.
â€¢Supervise the CGMU team and ensure that all staff members have detailed workplans and contribute effectively to the implementation of the CGMU.
â€¢Develop and incorporate technical inputs related to further design, development, and implementation of the CGMU including the development and updating of concept note, Call for Proposals and evaluation criteria.
2.Monitoring and evaluation and reporting
â€¢Develop performance indicators and success criteria for the CGMU as whole and for each grant recipient.
â€¢Together with the M and E Department, conduct performance evaluation of the consulting firms, lead facilitating partners and sub-contractors.
â€¢Develop, implement and update a monitoring and evaluation plan for each grant recipient and ensure timely implementation of the plan including follow up with the grant recipients on reporting and provision of necessary documentation for project records.
â€¢Visit grant recipients on the project site and participate in events organized by the grant recipients if applicable.
â€¢Provide regular updates to the PICU General Director on the progress of CGMU implementation.
3.Capacity building and mentoring
â€¢Closely work with relevant units in building their capacity in all areas related to the management and regular monitoring of the grants.
â€¢Help build capacity of relevant staff through on the job-training and regular briefings on new tools and skills related to the management and implementation of the CGMU.
ï‚§Manage all contracts related to programs and projects under the responsibility of PICU
ï‚§Oversee the contract drafting process in accordance with Afghan law and MAIL procurement policies
ï‚§Manage all contract modifications as required.
ï‚§Monitor all contractor compliance and performance per the terms of the contracts
ï‚§Maintain a database of all project contracts
ï‚§Coordinate with MAIL Finance and Administration to ensure that payments are made to contractors per contract agreements
ï‚§Monitor the budget performance of the projects
ï‚§Prepare analysis of expenditure and the budget burn rate
ï‚§Prepare consolidate grant report to the donor
ï‚§Facilitate and lead the grant management of any externally established unit within the Ministry.
â€¢ BA Degree in Management, or other related fields;
â€¢ 7+ years of work experience with UN, International Organizations or a Governmental Institution in the area of contracts management
â€¢ Ability to work in a fast-paced environment with multiple projects and deadlines;
â€¢Excellent problem solving and communication skills; ability to deal with a variety of people and situations;
â€¢Excellent human relations and diplomatic skills;
â€¢Professional presence and appearance;
â€¢MS Office packages skill; and
â€¢Excellent Dari/Pashto/English skills required
