About NVAC

Ningarhar Valley Agriculture Corporation (NVAC) is a state owned corporation, the company started operation after Nangarhar Valley Development Authority (NVDA) legally changed and approved to governmental corporation by Ministers council. NVDA initially established in 1951 and holds 11,360.8 ha of farm land around Jalalabad city. At present, leases out approximately 4,000 ha of its farm land and self-manages the remaining area and leases out 45 ha of its commercial property. provides irrigation water to a command area of 19,666 ha of which 11,190 ha is owned by private farmers and the balance by NVDA, in addition it have olive production plant, animal farm, olive and citrus gardens Main objective of NVAC is as below: • Enhance the national agricultural economy • Standardize the agricultural and dairy products for competition in national and international markets; • Create opportunities for private sector participation for reducing imports of similar products from abroad; and • Secure better advantages through agriculture and dairy developments. Currently company is operating according NVAC by law and governmental corporation law via executive management team under board of directors.

Job Summary

The contract management specialist is proposed to perform (1) establish mechanism for contracts awarding and management, (2) Develop monitoring framework and tools, (3) provide advisory services to land lease and property department and (4) overiew and observe contract awarding process of NVACA.

Duties & Responsibilities

The contract management specialist is proposed to perform (1) establish mechanism for contracts awarding and management, (2) Develop monitoring framework and tools, (3) provide advisory services to land lease and property department and (4) overiew and observe contract awarding process of NVACA.

 

 Description:

(1) Review, analyze and recommend the ex-contracts in for extension

(2) Analyze the legal, economical and technical aspect of contracts

(3) Provided advisory services for NVAC land lease, property and farms in term of effective monitoring of contracts

(4) Establish a mechanism to effectively follow contract management process in NVAC

(5) Coordinate with NVAC stakeholder and relevant staff to follow the progress according to corporation role and responsibility

(6) Develop an action plan based on the job description.

(7) Reviews contract documents and correspondence for actions and resolution

(8) Assists in the development of cost and price proposals

(9) Resolves general contractual matters

(10)        Acts as a resource to operations and contracts in resolving complex administrative issues

(11)        Recommends changes to contracts procedures as required to meet operational objectives

(12)        Performs administrative duties such as filing and distributing contracts documentation

(13)        Tracks and maintains contracts deliverables matrix and other required data

(14)        The Adviser shall track deadlines for submission of contractor reports and communicate with contractor regarding upcoming submission deadlines to ensure reports are submitted in a timely manner

(15)        Position may be assigned to a specific targeted business area and may require additional or specific job duties related to assigned function which are not aforementioned.

 

                       i.           Develop a comprehensive guideline on increasing the NVAC contract management process and Provide on the job technical assistance to land lease and contract department

                     ii.           Improve the quality of contract management and monitoring plan

                   iii.           Analyze market assessment qualitative parts specific to financial aspects 

                   iv.           Ensure NVAC that overall regulation  aspects are considered  

                     v.           Existence of healthy business financial plan in the companies

                   vi.           Report any gaps in the companies to NVAC CEO

Job Requirements

·        Master degree in Business administration, economic, commerce Agriculture, Engineering  or business focused field

·        5+ years’ experience in a commercial and for profit organization is preferred and not essential

·        Advanced computer skills, including proficiency in MS Office, quick book financial reporting software 

·        Results-oriented, strategic thinker and planner



Essential:

          i.           Sound knowledge on cycle for business set- up and development within ability to brain- wise the team for future- focused sustainable business initiative for investment return

        ii.           Extensive experience of business analysis/ design

      iii.           Previous experience in multi- sector business planning

      iv.           Continually acquiring and enhancing knowledge of business strategies and policies, practices and methodologies, setting tools to provide effective business solutions and services to the end user business lines.

Researching and assisting in issue resolution that arise periodically with the supported business lines

        v.           Maintaining documentation of gathered information and providing summaries or analysis to management

Important:

        i.           Defining user procedures and workflows, participating in conversion and implementation strategies,

      ii.           Responsibility for ensuring that management are informed of and that problems and issues are escalated appropriately discussed

Reviewing new and outstanding issues and where risks are identified, escalating appropriately

Understanding the end-to-end processes. Where gaps are identified, providing feasible options

Desirable:

Proven knowledge on business research prefer in south Asia region preferred but not a requirement
