Job Summary:

The Contracts/Procurement Specialist reports to the Contracts Manager. The Contracts/Procurement Specialist role is to assist the Senior Contracts/Procurement Specialist in the management of a transparent, effective and efficient contracts and procurement process for all material resources in support of the ARD/SWSS project operations.

Duties & Responsibilities:

Contracts
• Become thoroughly familiar with detailed systems and procedures for subcontracting mechanism, management, and other compliance-related documents related to the solicitation, review, and approval of subcontracts, as well as the administration and monitoring of subcontracts;

• Draft subcontract agreements and other compliance-related documents as needed, ensuring that all documents are in compliance with USAID Acquisition Regulations (AIDAR), Federal Acquisition Regulations (FAR), and ARD home office procedures;
• Assist the Senior Contracts/Procurement Specialist in the management of the requests for proposal (RFP) and bid analysis process;

• Work closely with SWSS technical and financial staff to ensure technical and financial attachments to all subcontract documents are clear, concise and complete for effective and efficient subcontract development;

• Assist Senior Contracts/Procurement Specialist in implementing subcontracts approval, disbursement, and contracts compliance procedures and practices;

• Enter all relevant subcontracting data into subcontract tracker(s) in a complete, accurate, and timely manner;
• As directed by Contracts Manager, and in coordination with project Monitoring and Evaluation unit, participate in the subcontracts monitoring and evaluation implementation process;

• Travel to provincial office(s) to provide administrative subcontract support, with overnight stay as required; and

• Prepare and generate Bi-weekly and Monthly report(s).

Procurement
• Become thoroughly familiar with detailed systems and procedures for the procurement of goods and services in accordance;

• Prepare required procurement documents utilizing standardized forms and templates for project internal and/or external supply, material, and equipment requisitions;

• Review project prepared procurement documents to ensure that all applicable policies and procedures are being adhered to for all procurement transactions;

• Review solicited and unsolicited offers and quotations received to verify goods, quantities and services are reasonable and correct and comply with applicable U.S. Government regulations and ARD Standard Operating Procedures (SOP) for procurement;

• Conduct a transparent evaluation of offers and fully comply with the ARD procurement evaluation process;

• Maintain and augment a comprehensive listing of approved vendors for project procurements, as well as those identified as non-performing or providing substandard service as experienced by the project;

• Actively indentify and meet with potential providers of goods and services required by the project; following up on recommendations from project staff and other organizations;

• Establish and actively maintain relations with other USAID-funded project procurement officers to share mutual information and beneficial experiences and sources for procurement;

• Develop further and enhance current monitoring and tracking tools that reflect progress at all stages of procurement activities for regular dissemination to appropriate staff and project reporting;

• Provide written and oral updates on the status of all outstanding procurement actions initiated for project support activities and major program office needs; meeting with program staff as requested or directed by the immediate supervisor to provide briefings and details for any issues affecting the timely delivery of goods or services;

• Advise the supervisor immediately of any deficiencies or irregularities in the delivery of goods or services or other issues threatening the integrity of procurement procedures and practices; including the need for improved internal controls;

• Suggest any actions deemed appropriate to enhance the cost effectiveness of all procurement transactions;

• Provide timely assistance and consultation to other procurement office staff as needed or directed by the supervisor;

• Draft purchase orders and other compliance-related documents as needed;

Job Requirement:

University degree preferred in Business and Administration

WORK EXPERIENCE:
Minimum of 4 years progressive experience in an equivalent position Experience working in a similar position for an international organization is preferred. Must have willingness to travel to ARD Afghanistan field offices on ARD business must also have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.


Work experienced of USAID funded project is a clear plus.

SKILLS:
Working knowledge of English, both written and spoken. Able to communicate fluently effectively both verbally and in writing Excellent interpersonal skills, including patience diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team must also be able to create a supportive working relationship among all project teams

LANGUAGES:
Fluent knowledge of speaking and written English, Dari and Pashto

GENERAL:
Excellent analytical and organizational skills;
Willing to regularly conduct site visits to the project sites;
Strong diplomatic and interpersonal skills are desired;
Knowledge of USAID procedures is desired.
