Job Summary:

The Contracts and Compliance Assistant will assist the contracts and compliance specialist in maintaining ASMED’s internal procedures and contractual obligations. The Contracts and Compliance Assistant will assist in the initial review of all Request for Proposals (RFPs) and/or Invitation for Bids. The assistant will draft the award notifications and subcontracts for final approval by the Contracts and Compliance Specialist. S/he will review all payment requests for purchase orders, grants and GDAs prior to final review. S/he will review all the payments at the regional office level to assess/audit the financial transactions made to the sub contractors, grantees and other procurements.

Duties & Responsibilities:

• Assist in the preparation of all Request for Proposals (RFPs).
• Draft and develop subcontract specifications, work statements, and terms and conditions for the procurement of services.
• Assist the Review Committee to contractually evaluate the subcontractor’s proposals and to ensure USAID and FAR competition requirements are met. This includes a close coordination with the technical committee.
• Ensures all subcontracts and other procurements comply with applicable regulations, corporate policy, and good commercial practice.
• Assist in the preparation and conduct of regular internal audits of financial transactions, written recommendations to Operations Manager and implement follow-up actions.
• S/he will be responsible to help and facilitate the home office and external audits for the documents required.
• Take appropriate actions to protect ASMED against fraud, and request audit/investigations against any person involved in fraud.
• S/he will be responsible to make inquiries with the help of field monitors.
• Maintain data on the TAMIS.

Job Requirement:

• University graduates preferred
• Excellent English language skills (both written and spoken)
• Preferably Dari and Pashto fluency
• Computer literate with Microsoft Office
• Minimum 1 years working experience in the field;
• Able to pay close attention to detail
• Highly organized
