The Contracts and Compliance Specialist will supervise the contracting and compliance procedures of the project. Contracts and Compliance specialist will review all the Request for Proposals (RFPs) and/or Invitation for Bids, and supervise bid selection, award, and subcontracting. S/he will review all Payment requests for Purchase Orders, Grants and GDAs prior to final payment. S/he will review all the payments at the regional office level to assess/audit the financial transactions made to the sub contractors, grantees and other procurements.
Duties & Responsibilities:
â€¢ Prepare Request for Proposals (RFPs).
â€¢ Develop subcontract specifications, work statements, and terms and conditions for the procurement of services.
â€¢ Participate in Review Committee to contractually evaluate the subcontractorâ€™s proposals and to ensure USAID and FAR competition requirements are met. This includes a close coordination with the technical committee.
â€¢ Ensures all subcontracts and other procurements comply with applicable regulations, corporate policy, and good commercial practice.
â€¢ Conduct regular internal audits of financial transactions, make written recommendations to Operations Manager and implement follow-up actions.
â€¢ S/he will be responsible to help and facilitate the home office and external audits for the documents required.
â€¢ Take appropriate actions to protect ASMED against fraud, and request audit/investigations against any person involved in fraud.
â€¢ S/he will be responsible to make inquiries with the help of field monitors.
â€¢ Maintain data on the TAMIS.
â€¢ University graduates
â€¢ Experience on USAID funded projects
â€¢ Excellent English language skills (both written and spoken)
â€¢ Preferably Dari and Pashto fluency
â€¢ Computer literate with Microsoft Office
â€¢ Minimum 2 years working experience in the field;
â€¢ Able to pay close attention to detail
â€¢ Highly organized
