Job Summary:

The Contracts and Procurement Associate shall ensure that all the procurement activities are conducted according to UNOPS procurement policies and procedures. Under the direct supervision of the Logistics Coordinator, the Contract and Procurement Associate is responsible for the following tasks:

Duties & Responsibilities:

o To ensure full compliance of procurement activities with UNOPS rules, regulations, policies and strategies including effective internal control.
o To ensure a proper monitoring system of all contracts and of procurement activities including market research, organization and preparation of local and international procurement activities related to contracts.
o To select the appropriate procurement solicitation method and competition, prepare and organize the solicitation documents for RFQ, ITB or RFP, obtain the approval and issue the solicitation documents; receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of the contracts regarding cost, deliverables, quality of goods/services, payments in full compliance with UNOPS rules and regulations
o To ensure that contract relevant ATLAS Purchase Orders (PO) are duly prepared and dispatched. Follow the payments and completion as per the contract terms
o To monitor the aggregate value of the contract awards to each contractor.
o To prepare and present the submissions with the recommendation to the LCAP for review of the procurement process.
o To prepare the documentation for contract award to the appropriate delegation of authority level, ensuring full compliance with the requirements for relevant documentation. Ensure that appropriate UNOPS forms and templates are used in the procurement process
o To be responsible for the contract administration
 Monitor the expiry date of the contracts and ensure that procurement process is initiated well in advance by the Procurement personnel.
 Monitor and control the contract performance. Observe the performance of the supplier to ensure that a quality product/service is delivered in time.
 Has the responsibility to evaluate the supplier in coordination with the requester and end user
 Prepare contract amendments if required
 To maintain orderly procurement file for the audit purposes, documenting the entire procurement process
 To liaise with UNOPS, suppliers and freight forwarders on issues affecting the status of international procurement orders such as:
 Product verification prior to procurement
 Purchase Order verification (nomenclature, quantities, and price)
 Shipping (air/land/sea, export/import certification, end-user certificates, demurrage, ETAs, etc)
 To prepare Receipt Inspection Report for internationally procured equipment
o To assist in any other activities within his/her professional competence that is required by his/her supervisor

Qualifications:

 Bachelor’s degree in Business Administration or related fields (is an asset), secondary diploma.
 5 years experience in local or international procurement and/or logistics
 Experience and knowledge of ATLAS is an asset.

 Demonstrate integrity and professionalism by modeling the UNOPS values and ethical standards
 Understanding of humanitarian demining operations and support would be an asset

 Excellent communication skills. Fluent in English oral and written, Pashto and Dari desirable.
