Job Summary:

The specialist shall have specialized experience in the execution and administration of large and complex construction contracts and shall have a working knowledge of FIDIC (The International Federation of Consulting Engineers) contracts, including experience in the development: 

of contracts/procurement templates and staff management. The specialist shall have more than ten (10) years of relevant experience and shall be responsible for the following abilities:


Duties & Responsibilities:

Contracts Management Specialist:


1. To maintain full understanding of the Contracts/Procurement procedures and cycles in compliance 

with ADB Procurement Guidelines and FIDIC requirements; 

2. To clearly, concisely, and effectively communicate (both verbally and in writing) with all levels of 

personnel including internal and external communications; 

3. To research, compare, and contrast contractual elements; 

4. To prepare acceptable written analysis of complex issues; 

5. The specialist is responsible for the procurement process, from the initial stage at the requisition level 

until complete and final settlement when pertinent invoicing takes place. Drafting solicitations, subcontracts, and other procurement documents as required. Review, compile and prepare Request for Consent package for the ADB’s review and consideration. The Specialist is responsible for the tasks related to the contracts/procurement functions. 

6. Responsible for ensuring that the projects procurements are done in a timely and cost-effective manner; 

7. Conducts regular audits, checks and control of contracts and procurement documents; 

8. Maintain proper filing of contracts, procurement in accordance with established filing structure; 

9. Organizes, updates, and retains contracts/procurement records of projects in both electronic and 

hard copy format; 

10. Maintains Contracts/Procurement data and generate reports as requested; 

11. Facilitate technical evaluation of the bids received in response to project solicitation documents; 

12. Provide DPMO management with summaries of all contracting activities, as required; 

13. Ensure thorough contracts file documentation, completeness, and long-term storage; 

14. Perform contract closeouts on all completed contracts; and 

15. Provide direct supervision, instruction, mentoring and coaching of Tranche Managers and 

DABS/DPMO Counterparts in the performance of daily tasks and duties; 

16. Review Tranche and DABS/DPMO Counterpart team’s prepared procurement documents to ensure 

that all applicable policies and procedures are being adhered to for all procurement transactions;

17. Identify potential suppliers of goods and services satisfying project needs and requirements; 

18. Develop further and enhance current monitoring and tracking tools that reflect progress at all stages 

of contract/procurement activities of projects for regular dissemination to appropriate staff and 

project reporting; 

19. Provide written and oral updates on the status of all contract/procurement actions initiated for 

project support activities and needs; meeting with Tranches staff as requested or directed by the immediate supervisor to provide briefings and details for any issues affecting the timely delivery of project works; 

20. Suggest any actions deemed appropriate to enhance the cost and time effectiveness of project activities; 

21. Review contractors’ claims for extension of time or additional costs; 

22. Review and evaluate reasonableness of contractual claims, contract variations, contract time 

extensions, additional works and issue the corresponding payment certificates, related supporting 

documents and valid justifications as appropriate; 

23. Perform other contract management tasks and duties that may be deemed necessary that are

assigned and directed by DPMO.
