Job Summary

The Contracts Officer reports to the Procurement and Inventory Manager and is responsible for the management of a transparent, effective and efficient contracts process in the support of the Creative Associates project operations.

Duties & Responsibilities

MAIN RESPONSIBILITIES AND TASKS:

• To be familiar with detailed systems and procedures for the management of local subcontracts, including preparation of subcontract templates and other compliance-related documents to the solicitation, review, and approval of subcontracts
• Draft contract agreements and other compliance-related documents as needed.
• Ensuring that all documents are in compliance with Creative Associates requirements
• Prepare requests for proposal (RFP) and bid analysis process;
• Enter all relevant data in subcontract database, in a complete, accurate, and timely manner;
• Make sure all hard-copy of contracts files are backed-up
• Any other tasks assigned by the supervisor

Job Requirements

QUALIFICATIONS: (MINIMUM REQUIREMENTS)


EDUCATION: High school graduate, Bachelor Degree is preferable



WORK EXPERIENCE: Minimum of 2 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred. Must have the ability to work effectively in a fast-paced, stressful environment.








SKILLS: Working knowledge of English, both written and spoken. Working knowledge of MS Office Package. Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must also be able to create a supportive working relationship among all project teams.

LANGUAGES: Fluent knowledge of speaking and written English, Dari and Pashto.

GENERAL: Excellent analytical and organizational skills;
Strong diplomatic and interpersonal skills are desired;

Tactfulness, integrity and ability to work with minimum supervision and under pressure
