The position is under the direct supervision of the Counterpart Head of Admin and STEP Program Director, the Finance and Contracts Officer will be responsible for preparation and oversight of the process of sub-contract execution for Counterpart STEP Afghanistan program. The successful applicant will be responsible for monitoring and reporting on all aspects sub-contract implementation to ensure that all Counterpartâ€™s and USAID policies and procedures are followed in carrying out the award from beginning to end.
Duties & Responsibilities:
â€¢ Serves as primary interface with implementing partners and contractors to ensure financial projects requirements.
â€¢ Prepares budgets and contractorsâ€™ expense reports. Responsible for financial monitoring and oversight of projects in partnership with Finance and Program team.
â€¢ Establishment of financial management procedures and controls to ensure strict fiscal accountability and compliance with USAID regulations
â€¢ Under the guidance of the Project Director design the structure of the NGOs contracts and related activities under this project, including potential community contracts with grassroots CBO on civic education and awareness as well as technical contracts under the project;
â€¢ Provide policy guidance and interpretation for program staff as well as sub-contractors;
â€¢ Oversee the activities under the contracts to ensure compliance with the terms of the contract applications and Scope of Works (SOW) of the contracts, analyze and evaluate contracts applications, proposals and awards
â€¢ Work with respective specialists to monitor and evaluate the Intermediary Service Organizationsâ€™ (ISO) activities and impacts under the grants programs and contracts.
â€¢ Establishes, maintains, and develops productive working relationship with implementing partners and contractors, and counterpart staff
â€¢ Employs resourcefulness in project financial monitoring.
â€¢ Trouble shoots project problems. Identifies and implements creative solutions.
â€¢ Monitors pending contract actions and coordinates timely action and response.
â€¢ Travels to field office on a regular basis to oversee and monitor project activities.
â€¢ Works with Procurement to ensure timely acquisition and delivery of commodities.
â€¢ Coordinates assembly of monthly/quarterly reports.
â€¢ BA in Accounting and Finance
â€¢ Knowledgeable and experienced with USAID grant and contract proposals, regulations, and procedures. Familiarity with USAID structure and personnel.
â€¢ Experienced with budget management and oversight of large single project or multiple small projects.
â€¢ Preferred Program design and project management experience.
â€¢ Proficient with Microsoft Excel, PowerPoint and Word.
â€¢ Fluency in English
