About CARD-F

Job Summary

The Corporate Services Director will be based in Kabul at HQ office which is the main body of CARD-F and will work under direct supervision of Executive Director and or his deputy. The incumbent responsibilities include but not limited to the followings:

Duties & Responsibilities


Providing leadership for and undertaking overall responsibility for staff undertaking financial planning, accounting, reporting, financial control, auditing, and disbursement of funding CARD-F activities;

Leading and managing staff and responsibilities relating to HR, administration, logistics and ICT throughout the organization,

Ensuring the development and implementation of all internal policies of CARD-F, and their compliance;

Ensuring all financial reporting and returns are carried out in a timely manner, including monthly, quarterly and annual budgets, month-end and year-end closures and expenditure reports, in accordance with GOIRA policies and operational needs;

Managing the physical assets and internal resources of CARD-F (including staff, ICT and office equipment), including providing effective planning and procurement of resource requirements needed to support operations;

Providing tax management advice, ensuring that all taxes requirements are met and taxes paid in accordance with Afghan tax laws;

Ensuring compliance with the relevant aspects of GOIRA and CARD-F donors’ financial responsibility and accountability policies.

Maintain and improving CARD-F's current data management system by ensuring that shared folder is updated at minimum on weekly and accordingly instruct staff for timely uploading and back up of all CARD-F data

Holding Section weekly meeting with team members from HR, Finance, Administration and IT to discuss weekly work plan

Attend senior management meeting to discuss overall departmental plan with senior management

Conduct training need assessment for CARD-F and arrange work related training for CARD-F staff

Develop procedure for CARD-F staff and ensure the approved policies, procedures, rules and regulation agreed by senior management are applied and adhered to by all staff

Periodically revising HR, Administration, Finance and travel manuals to reflect best and agreed practices.

Leading the preparation of annual CARD-F budget.

Job Requirements

Having at least Masters or equivalent degree in relevant field with 5 years working experience or having Bachelor’s degree with 7 years relevant experience. Candidates with ACCA qualification as additional to the Minimum degree and experience requirement will be preferred.

Must be fluent in Dari, Pashto and English;

Excellent leadership, analytical and interpersonal skills;

Strong team orientation and staff development;

Performance management and improvement skills;

Good written and oral communication
